The Position

We are seeking a highly skilled and motivated Management Analyst to join our team of dedicated professionals.
**Please note: effective June 27, 2026, the new salary for this position will be $79,237.38 - $106,185.67 annually**
The City of Diamond Bar's "Employer of Choice" initiative, in the City Council's adopted Strategic Plan, is an investment in and support of the City staff as we aspire to attract and retain talented employees and build a culture of communication, collaboration, service excellence, innovation and development. One of the staff-led programs that supports this key initiative is known as the Human Capital Investment Program (HCIP).
In the City Manager's Office key responsibilities may include:
  • Play a vital role in shaping the future of our City by supporting strategic initiatives focused on economic development, customer service, and performance management.
  • Assist with business retention, expansion, and outreach efforts by engaging with local businesses, and supporting initiatives that promote economic vitality and investment within the community.
  • Assist with the City's upcoming Development Impact Fee Study and related implementation efforts.
  • Provide administrative and operational support for the City's Diamond Ride Program.
  • Assist in supporting the City's emergency preparedness and response efforts in coordination with Los Angeles County, Area D and partner cities.
  • Assist in supporting the administration of franchise and telecommunications license agreements, including permit requests, dispute resolution, and compliance matters.
  • Assist in supporting the City's animal control programs.
  • Assist in coordinating social service and housing referral services as part of regional homelessness response program efforts.
  • Process film permits including coordination with City departments, external production companies, and community stakeholders.
  • Assist with the development and implementation of effective strategies, policies, and procedures to improve environmental sustainability, reduce waste, conserve resources, and minimize environmental impacts.
  • Assist with the annual budgetary process including the AB939, Beverage Container Grand, Used Oil Grant, Waste Hauler Fund. Prepare revenue summary reports for the annual AB939, Education Fees, Franchise Fees, Road Maintenance and Street Sweeping Contributions, outlining potential new AB939 programming.
  • Assist with the preparation of comprehensive reports for end of year CalRecycle Grants and Environmental Annual Report, Implementation Record, and SB 1383 compliance efforts.

Examples of Essential Job Duties

1. Conducts research and analysis of assigned administrative practices and programs.
2. Collects information/data through websites, reports, survey contacts, and resources and provides findings in staff reports, tables, and supporting narrative.
3. Performs legislative analyses of particular bills and issues and may draft advocacy positions or feasibility studies for management-level review.
4. Responds to or prepares correspondence in response to inquiries, complaints or information requests from other public agencies and the general public.
5. Attends City Council, Commission, and community outreach meetings and represents City on committees, task forces, and advisory bodies, as assigned.
6. Drafts grant proposals; prepares information for performance and activity reports.
7. Summarizes and evaluates information related to departmental and/or city-wide programs and services.
8. Assists with city-wide records management initiatives.
9. Assists with budgetary and staffing reviews, costing analyses, and submittals in cooperation with Finance Department personnel.
10. Collaborates with cross-functional teams to address service and/or programmatic challenges and provides recommendations.
11. Other duties, as assigned.
Qualification Guidelines
Knowledge of: Local government organization and operations; legislative practices; research methods and report writing techniques; budgeting and costing techniques; grant writing procedures; project administration techniques; administrative practices; and modern office methods, practices and technology.
Ability to: Conduct administrative and legislative analyses and prepare accurate reports; draft procedures and interpret policies and standards related to assigned programs and functions; analyze and compile technical and statistical information and prepare detailed reports; assist in coordinating outreach programs and special events; operate computer hardware and use word processing, spreadsheet, and database software; plan, organize and prioritize tasks in order to meet program and department deadlines; analyze and solve problems; make clear and persuasive presentations; communicate effectively, either orally or in writing, with staff, City management, contractors, vendors, and other parties.
Minimum Qualifications
Education: Equivalent to a Bachelor's degree in Public or Business Administration, Management, Finance, or closely related field.
Experience: One or more years of administrative analysis and/or internship work with a local governmental agency.
Possession of a valid California driver's license and an acceptable driving record throughout the course of employment.
Preferred Qualifications

Selection Process
Candidates whose education, experience and/or training appear to be best qualified will be invited to participate in an Oral Interview and/or Written Exercise.
The top candidate(s) will be required to verify work experience and submit an official copy of educational transcripts verifying obtained degrees or certificates as indicated on the employment application. The selected candidate will be required to successfully pass a criminal background check and medical examination after a conditional job offer is made.
The City of Diamond Bar offers an outstanding benefits package. The key components are listed below.
  • Accrued Leave: Accrual of eighty (80) hours of vacation (first day of employment through year five), accrual of eighty (80) hours sick leave, eleven (11) designated holidays and eighteen (18) floating holiday hours and twenty-seven (27) hours of administrative leave.
  • 9/80 Work Schedule: Full-time City staff participate in a 9/80 work schedule program.
  • Retirement: Employees hired after January 1, 2013 who are existing CalPERS members or a member of an agency with reciprocity with the City of Diamond Bar will be enrolled in the 2% @ 55 retirement benefit formula. The City pays both the employee and employer share for Classic members. Employees hired after January 1, 2013 who have never been a CalPERS member, or is a member of a reciprocal retirement system but has a break in service longer than six months will be enrolled in the 2% @ 62 CalPERS retirement benefit formula. Employees contribute half of the normal benefit cost for this retirement benefit.
  • Health, Dental, & Vision Insurance: The City of Diamond Bar pays for employee coverage for dental and vision insurance and dependent coverage is available. Employees receive a benefit allotment of $1,850 per month for employee and dependents' health insurance coverage. Dental and vision benefits for dependents may be taken from the benefit allotment.
  • Life Insurance: The City of Diamond Bar provides a $75,000 term life insurance policy. Employees may purchase additional insurance coverage at group rates.
  • Deferred Compensation: Employees are eligible for participation in the deferred compensation programs offered through MissionSquare.
  • Flexible Spending Accounts: Employees are eligible to participate in IRS Code Section 125 Health and Dependent Care Flexible Spending Account programs, thereby lowering their tax liability.
  • Personal Computer Loan Program: Employees are eligible to receive an interest free loan up to $2,500 for the purchase of a personal computer.
  • Employee Assistance Program: Employee Assistance Program is available at no cost.
  • Short-Term/Long-Term Disability: Short-Term and Long-Term Disability benefits are provided at no cost.
