- Justify, process, and monitor procurement actions and vendor service contracts to fulfill programmatic needs.
- Serve as liaison with the human resource office on OPHS program needs and priorities, to include personnel actions and hiring needs.
- Provide program leadership human resource support for staffing rosters, organization charts, and workforce planning.
- Facilitate and process employee requests for assistance across the full range of administrative processing areas.
- Serve as an institutional Subject Matter Expert (SME) to provide authoritative advice and guidance on resource and program management across OPHS.
- Write and produce in-depth reports, presentations, directives, and policy memoranda for executive, managerial, or live audiences.
- Brief the Deputy Assistant Administrator (DAA) and senior managers on analytical findings, project timelines, and potentially controversial issues with far-reaching implications.

Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

MUST demonstrate how you have one year of experience at the GS-12 grade or its equivalent in the following areas. It is important to show your demonstrated experiences for all of the experience listed below within your resume:
- Utilizing financial systems to track, adjust, or reconcile fund status for financial analysis and budget execution.
- Presenting to management on human resource staffing assessments or financial analysis.
- Analyzing management data or business processes to develop strategic recommendations, optimize resource allocation or improve overall organizational effectiveness.
- Writing formal or informal guidance on administrative functions to address new or updated policies and procedures.
- Independently managing program operations including finance, procurement, and travel.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
