Job Description
We are seeking an experienced and highly skilled Division Compliance Manager (DCM) to oversee the trade compliance activities across multiple manufacturing plants within our division at Precision Castparts Corp. In this leadership role, you will be responsible for ensuring that all operations comply with U.S. export regulations, including ITAR (International Traffic in Arms Regulations), EAR (Export Administration Regulations), and Customs requirements. You will manage trade compliance teams, conduct internal audits, and provide expert advice on complex trade compliance issues.
As the DCM, you will play a critical role in developing, implementing, and maintaining a robust trade compliance program. You will work closely with the legal department on compliance matters, including investigations and reporting of potential violations. Additionally, you will be responsible for monitoring regulatory updates, conducting audits, and ensuring that corrective actions are completed in a timely manner. You must be proficient in the Automated Commercial Environment (ACE) system, including filing Electronic Export Information (EEIs) and running compliance reports.
Key Responsibilities:
  • Oversee and manage trade compliance activities for multiple manufacturing plants within the division, ensuring compliance with ITAR, EAR, OFAC sanctions and other relevant export control laws, and U.S. Customs laws and regulations.
  • Provide expert guidance and advice to trade compliance staff, offering support on complex trade compliance matters and product classification (export and import) questions, and providing solutions to regulatory challenges.
  • Conduct internal audits at manufacturing sites to assess compliance with export control regulations and ensure proper recordkeeping, documentation, and reporting.
  • Collaborate with the legal department on trade compliance matters, including investigations of potential violations, risk assessments, and reporting to regulatory agencies.
  • Ensure that corrective actions from internal audits and compliance reviews are identified, tracked, and implemented in a timely manner.
  • Stay updated on regulatory changes related to international trade, export controls, and Customs requirements, and provide timely regulatory updates to local management and trade compliance teams.
  • Maintain and improve the trade compliance program across multiple sites to ensure consistency and compliance with applicable regulations.
  • Proactively identify and mitigate trade compliance risks by providing strategic guidance and support to manufacturing plants and management.
  • Oversee or directly participate in the preparation, submission, and maintenance of export licenses using DECCS (Defense Export Control and Compliance System) and SNAP-R (Simplified Network Application Process - Redesign), as well as ensure proper filing of EEIs in the Automated Commercial Environment (ACE) system.
  • Review and approve export documentation, including licenses, EEI filings, commercial invoices, and other required documents and forms, ensuring accuracy and regulatory compliance.
  • Review and approve import documentation, including entry summaries, commercial invoices, purchase orders, free trade agreement certifications, and other required documents and forms, ensuring accuracy and regulatory compliance.
  • Provide training and development opportunities for trade compliance staff, ensuring ongoing education on compliance requirements and best practices.
  • Manage reporting and documentation of compliance metrics, audits, and corrective actions for senior leadership.
  • Develop and maintain relationships with key external stakeholders, including government agencies, customs brokers, and freight forwarders, to ensure effective trade compliance practices.
Qualifications:
  • Bachelor's degree in International Business, Business Administration, Aerospace Engineering, International Supply Chain Management, or a related field.
  • Minimum of 10 years of experience in trade compliance, with a demonstrated record of building and sustaining a successful trade compliance program.
  • Proficiency in the Automated Commercial Environment (ACE) system for filing EEIs, running compliance reports, and managing export activities.
  • Strong understanding of ITAR, EAR, OFAC sanctions and other relevant export control laws, and U.S. Customs laws and regulations.
  • Extensive experience conducting internal audits and managing corrective actions to ensure compliance across multiple manufacturing sites.
  • Experience working with legal teams on investigations, reporting potential violations, and addressing compliance risks.
  • Ability to navigate and resolve complex trade compliance issues and provide strategic guidance to senior leadership.
  • Excellent leadership and management skills, with experience overseeing and mentoring trade compliance teams.
  • Strong communication skills, with the ability to effectively present complex compliance information to stakeholders at all levels of the organization.
  • Detail-oriented with a proactive approach to identifying and addressing compliance issues.
  • Ability to manage multiple tasks, prioritize effectively, and work in a fast-paced environment.
  • Strong problem-solving and analytical skills.
  • 50% Annual Travel 1st year / 30% Annual Travel after 1st year
Preferred Skills:
  • Experience with export license applications and maintenance, including DECCS and SNAP-R systems.
  • Familiarity with global trade regulations and customs requirements.
  • Experience working with government agencies such as the Department of Commerce's Bureau of Industry and Security (BIS), Department of State's Directorate of Defense Trade Controls (DDTC), and U.S. Customs and Border Protection (CBP).

For informational purposes only, the range of pay for this role is $170000 to $200000 US Dollar (USD) Salaried based on a variety of factors. For informational purposes only, this role is eligible to participate in the Company's Quarterly Cash Bonus Plan, paid out at the quarterly bonus factor of 3X the Company's bonus multiple, based on the Company's performance in the applicable quarter. Employees will receive 120 hours paid time off every year. Employees will also receive 10 paid holidays. Employees (and their families) are eligible to participate in the company's medical, dental, vision, and basic life insurance. Employees are eligible to enroll in the Company's 401(k) plan.
This position requires use of information or access to production processes subject to national security controls under U.S. export control laws and regulations (including, but not limited to the International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR)). To comply with those regulations, this position may require applicants to be U.S. Persons (i.e., U.S. citizens, U.S. lawful permanent residents, protected individuals as defined by 8 U.S.C. 1324b(a)(3)), or eligible to obtain the required export authorizations from the U.S. Department of State or the U.S. Department of Commerce.
