Here's how a Workforce Supervisor for PCL Solar Constructors USA Inc. within Solar USA contributes to our team:

Responsibilities
  • Works closely with project team to review and understand project demands and needs. Facilitates the placement of skilled labor, including transfers between projects, and updates labor tracking systems accordingly.
  • Actively sources candidates through a variety of channels to improve candidate quality and maintain a healthy pipeline of candidates for hard-to-fill roles.
  • Extends offers and completes all related correspondence and onboarding requirements for skilled craft.
  • Coordinates (and may deliver) required safety training for new hires on each jobsite and conducts new-hire orientation that includes compliance with pre-employment testing be complete.
  • Provides guidance, coaching, and training on all aspects of career management and evaluations for skilled craft personnel.
  • Works with appropriate project and field team members to determine training needs and coordinates safety training for new hires on each jobsite.
  • Guides and coaches supervisors through progressive disciplinary process for skilled craft personnel, including the development and delivery of performance improvement and/or progressive disciplinary strategies on employee-relations issues up to and including termination.
  • Investigates and evaluates union complaints to determine viability. As a key liaison with union representation, works with unions and management to resolve grievances
  • Analyzes, understands, and manages labor agreements.
  • Presents the position of the company during arbitration and/or other labor negotiations.
  • Works proactively with unions on ways to promote and improve the safety culture, seeking a collaborative approach to improving productivity.
  • Assists workforce manager with developing sourcing strategies that support short- and long-term recruitment needs based on project demands.
  • Supervises, directs, coaches, trains, and mentors team, including direct and indirect reports.
Qualifications
  • Journeyman certificate or postsecondary diploma / degree in a related discipline preferred. Certificate in negotiation or equivalent experience preferred.
  • 8 years of progressive experience in lead hand / foreman role and/or labor relations or a related field preferred.
  • Ability to tactfully and diplomatically deal with people and act with discretion when handling confidential information.
  • Demonstrated track record of industrial craft and professional recruiting.
  • Strong business acumen with an understanding of industry practices and new developments.
  • Understands and comprehends all labor-agreements and government legislation, and PCL policies and procedures.
  • Extensive knowledge of the local and regional apprenticeship and labor programs with all provinces, including up-to-date wage rates.
  • Knowledge of Health, Safety, and Environment (HSE), Workers Compensation, and alcohol and drug testing protocol and laws.
  • Extensive experience conducting formal investigations and providing appropriate recommendations.
  • Intermediate knowledge of the procedures, practices, and techniques used in collective bargaining and labor management negotiations.
  • Experience with litigation and/or mediation for complex employee-relations issues.
  • Previous experience working through Labor Market Impact Assessment (LMIA) applications.
  • Ability to mentor and coach craft recruiters and workforce specialists.
  • Seen as a trusted advisor with the ability to establish and maintain effective relationships with key stakeholders.
  • Effective verbal and written communication skills with the ability to negotiate and present content and ideas that influence a favorable outcome.
  • Demonstrated planning, organization, and time-management skills with the ability to multitask, prioritize, and delegate.
