Job description

TYPE OF APPOINTMENT
These positions are to be filled on an emergency appointment basis. The duration of the appointment is at the discretion of the Division and may be up to a maximum period of twelve months or until regular Civil Service Appointments can be made.
The Los Angeles Department of Water and Power, Real Estate Services Division, intends to fill all of the emergency appointment positions on a permanent basis once a valid Civil Service List of Eligible Candidates is established by the City of Los Angeles Personnel Department. The establishment of the Civil Service List may affect the duration of the emergency appointments.
If you wish to compete for a regular appointment, you must submit an application for the next civil service examination for this position. The successful incumbent(s) for these emergency appointment positions will be required to take the examination.
The reporting location will be the 221 N Figueroa Street, Los Angeles, CA 90012.
DUTIES AND RESPONSIBILITIES
A Real Estate Associate assists in processing license requests from individuals and businesses for use of Department Property. Conducts field visits on licensed property to enforce restrictions and resolve disputes. Assists in preparation of license agreements, calculate rental amounts, prepare Board reports and resolutions. Assists in advertising license opportunities and conducting auctions
for new license requests and renewals. Requests appraisal reports or memoranda as needed. Research public complaints regarding Department property generated by letters, phone calls, and requests for cleanup. Assists in coordination efforts with Council offices and other governmental agencies. Assists in collecting past due rents and provides documentation for eviction of licensees and lessees. Assists in informing prospective licensees of using Department property for: nursery
use, paved parking,truck storage, and RV parking. Travels to various locations may be required. Performs other related duties. A valid California Class C Driver's License is required and must be maintained during the course of employment.
REQUIREMENTS
Candidates for these positions must meet the following requirements:
1. Graduation from an accredited four-year college or university and
successful completion of at least:
a. six semester or eight quarter units of college level courses in real estate from an accredited college or university; or
b. 60 hours of course work from an accredited, professional, real estate school or right-of-way association; or
c. Possession of a California Real Estate Salesperson/Broker License issued by the California Department of Real Estate; or
2. Two years of full-time paid experience as a Real Estate Trainee for the City of Los Angeles and successful completion of at least:
a. six semester or eight quarter units of college level courses in real estate from an accredited college or university; or
b. 48 hours of course work from an accredited, professional, real estate school or right-of-way association; or
c. Possession of a California Real Estate Salesperson/Broker License issued by the California Department of Real Estate; or
3. Five years of full-time paid experience in performing right-of-way work; appraising market value of real property; managing commercial or industrial real property; or negotiating on behalf of a large organization or governmental agency for the acquisition, sale, or lease of real property rights.
One year of full-time paid experience in performing right-of-way work; appraising the market value of real property; managing commercial or industrial real property; or negotiating on behalf of a large organization or governmental agency for the acquisition, sale, or lease of real property rights may be substituted for up to two years of college education (i.e., 30 semester/45 quarter units = 1 year of college education) lacking on a year-for-year basis, but may not be substituted for the required courses in real estate.

A pre-screening process may be used. The most qualified candidates will be selected for an interview. Appointment is subject to background review and clearance. The incumbent will not accrue any civil service tenure, contractual employment rights, or due process rights, and may be removed, without any finding of cause, at any time.
Emergency Appointment
An emergency appointment is not a regular appointment. It is a temporary appointment which does not require that you successfully compete in the Civil Service examination process. The appointment may not exceed one year and must be terminated immediately when a regular appointment can be made from an eligible list. No emergency appointment can exceed one year. (City Charter Section 1013).
