Job description

Position Summary

ANSER is seeking a Policy Analyst to support program analysis, acquisition planning, budgeting, and operational coordination activities for biometric systems and field support operations within DoD environments. In this role, you will perform quantitative and qualitative analysis of program and contract data to identify trends, risks, and opportunities for improvement related to system integration, logistics, and CONUS/OCONUS operational support. You will support program planning, field service coordination, and government reporting activities while ensuring alignment with Army operational requirements and acquisition processes. You will also develop reports, briefings, schedules, and recommendations to support program execution, financial oversight, and mission readiness objectives.

Day-to-Day Responsibilities

  • Perform quantitative and qualitative analysis of program, operational, and contract data to identify trends, risks, and areas for improvement.
  • Develop reports, briefings, and recommendations related to program status, financial performance, contractual compliance, and operational readiness.
  • Support planning, budgeting, and program execution activities in coordination with OEM representatives supporting BAT-A, NRTIO, and NXGBCC systems.
  • Assist in defining and analyzing program requirements related to system integration and field support services.
  • Coordinate planning and execution activities for New Equipment Training (NET) supporting CONUS and OCONUS fielding operations.
  • Develop and maintain schedules for Field Support Representatives (FSRs), including staffing, timing, cost, and operational support requirements.
  • Analyze system readiness metrics and support planning efforts to maintain required operational availability rates.
  • Coordinate with government stakeholders, contractors, and operational teams to support program objectives and milestone activities.
  • Support acquisition, logistics, and field support planning activities aligned with Army operational requirements.
  • Provide analytical support for program reviews, milestone decisions, and operational planning efforts.

Required Qualifications

  • Active Secret Clearance.
  • Bachelor's degree in relevant technical or managerial discipline.
  • Minimum of ten (10) years of professional experience in program or project management.
  • Project Management Professional (PMP) certification or DAWIA Practitioner Level certification in Program Management.
  • Strong analytical skills with the ability to evaluate complex operational, financial, and programmatic data.
  • Experience supporting geographically distributed teams and CONUS/OCONUS operational environments.
  • Strong understanding of the acquisition lifecycle, FAR/DFARS regulations, and Army procurement processes.
  • Familiarity with logistics, international support agreements, and operational planning supporting OCONUS activities.
  • Experience developing schedules, cost estimates, readiness metrics, and operational support plans.
  • Strong written and verbal communication skills with the ability to present complex information clearly and concisely.
  • Experience preparing executive briefings, reports, and program recommendations for government stakeholders.

Preferred Qualifications

  • Experience supporting DoD biometric programs or identity management systems.
  • Familiarity with Army fielding, sustainment, and New Equipment Training (NET) processes.
