Position Overview
The Mississippi Department of Human Services (MDHS) is seeking an experienced Lead IT Procurement Officer to oversee IT procurement and contract management activities for enterprise technology initiatives. This role is responsible for managing the procurement lifecycle, creating IT solicitations and RFPs, coordinating with internal stakeholders and vendors, ensuring compliance with Mississippi state procurement laws and ITS guidelines, and supporting multiple IT projects from planning through acquisition.
Note: This position requires a fingerprint background screening, which may take up to one month to complete. Candidates should currently be employed or available to start after the background process is completed. Please do not resign from your current position until fingerprint clearance is received.

Required Skills
  •  10+ years of experience gathering, documenting, and communicating business requirements and/or user stories
  •  10+ years defining and documenting business requirements, user stories, processes, and workflows
  •  10+ years organizing project teams, work plans, and supporting multiple IT projects 
  •  10+ years of experience as a Business Analyst and/or Project Manager
  •  10+ years of experience working within State Government
  •  10+ years creating IT solicitations, RFPs, and procuring IT software and services 
  •  Strong knowledge of contract management, procurement processes, vendor management, and stakeholder communication 
  •  Experience evaluating proposals, bids, and vendor responses 
Preferred Skills
  • Certified Mississippi Purchasing Agent (CMPA) certification 
  •  Knowledge of Mississippi State procurement laws and ITS procurement guidelines
  •  Experience supporting enterprise IT procurement initiatives
