Description:
  • We are seeking a highly skilled Proposal Manager with a minimum of 7-10 years of experience and a Bachelor's degree, preferably in a relevant field, to join our dynamic team. The ideal candidate will have a proven track record of success in managing the proposal development process, particularly within the defense industry.

Responsibilities:
  • Lead and manage the end-to-end proposal development process, from initial opportunity identification to submission, to ensure compliant, compelling and convincing proposal responses with all requirements and deadlines.
  • Collaborate with cross-functional teams, including subject matter experts, technical staff, and executives, to gather necessary information and develop compelling proposals that address customer needs and requirements.
  • Contribute to the development of proposal strategies and proposal content to achieve goals in creative and effective ways.
  • Conduct thorough reviews of proposal content to ensure accuracy, clarity, consistency, and compliance with solicitation requirements and company standards, which includes providing detailed and thorough writing support to the capture/writing team.
  • Coordinate proposal kickoff meetings, schedule and facilitate proposal review meetings, and manage the overall proposal timeline to meet submission deadlines.
  • Develop and maintain proposal templates, boilerplate content, and reusable proposal assets to streamline the proposal development process and improve efficiency.
  • Manage the activities involved in the development and revision of major proposals by coordinating with internal capability teams to define technical approaches and solutions for inclusion in various proposal volumes. Present proposal status, issues, and reviews to executive management and incorporate and adjudicate feedback.
  • Serve as the primary point of contact for all proposal-related communications with customers, subcontractors, and teaming partners, maintaining strong relationships and ensuring clear and timely communication.
  • Provide guidance and support to proposal team members, including writers, editors, graphic designers, and subcontractors, to ensure their contributions align with the overall proposal strategy and objectives.
  • Support and/or lead the final desktop publishing for all proposal deliverables to ensure all volumes are fully edited, compliance-checked, and standardized IAW the RFP instructions.
  • Apply broad expertise and contribute to the development of proposal strategies and proposal content to achieve goals in creative and effective ways, including resolving significant and unique issues, where the analysis of situations or data requires an evaluation of intangibles. Create formal networks involving coordination among groups.
  • Conduct lessons-learned sessions following proposal submissions to identify areas for improvement and implement best practices for future proposals.
  • Stay abreast of industry trends, competitive analysis, and customer requirements to inform proposal strategies and differentiate our offerings in the marketplace.
  • Adhere to all company policies, procedures, and ethical standards, particularly regarding confidentiality and security of sensitive information.

Job Requirements
Qualifications:
  • Bachelor's degree in a relevant field
  • Minimum of 7-10 years of experience in proposal management, preferably within the defense sector or a related industry.
  • Proven track record of successfully managing and winning complex proposals for government contracts, including familiarity with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR).
  • Strong project management skills, with the ability to prioritize tasks, manage multiple deadlines, and work effectively under pressure in a fast-paced environment.
  • Excellent written and verbal communication skills, with the ability to convey complex technical information clearly and persuasively.
  • Proficiency in Microsoft Office suite (Word, Excel, PowerPoint, Outlook)
  • Detail-oriented with a keen eye for accuracy and quality control, ensuring that all proposal content meets the highest standards of excellence.
  • Demonstrated leadership abilities, including motivating and inspiring cross-functional teams to achieve common goals and objectives.
