Northrop Grumman Aeronautics Systems, Air Dominance Division has an opening for a Level 4 Senior Principal Proposal Analyst to join our team of qualified, diverse individuals! This position will be on site in in either Palmdale, California or Rancho Bernardo, San Diego and requires that the selected candidate work from the office daily.

The Analyst will lead efforts associated with proposal development, planning and scheduling during the acquisition process. Will perform cost estimating/pricing related duties and analysis in accordance with request for proposal (RFP) specifications and in compliance with regulatory requirements. Will coordinate with functional departments to facilitate the collection and accumulation of cost, scheduling, and performance elements and research and analyze historical data and develop cost models to support proposal efforts. Coordinates activities and participates in fact-finding meetings and and pricing reviews with management and customer representatives.

Responsibilities include, but are not limited to the following:

  • Prepare proposals in compliance with applicable government regulations and internal policies to ensure compliance with FAR, DFARS, and Northrop Grumman procedures.

  • Develop, plan, and schedule proposals in a team environment in response to customer requests

  • Coordinate internal comprehensive reviews of proposal cost and pricing

  • Compile cost, schedule, and technical elements in the development of proposals in accordance with RFP specifications.

  • Present proposal and pricing strategy recommendations to management

  • Support proposal audits, fact-finding, and negotiations

  • Analyze data such as direct labor hours, past performance, costs of previous procurements, Basis of Estimates (BOEs) and/or comparison to similar items/scope

Basic Qualifications:

  • Bachelor's degree with 8 years of proposal or material estimating or similar experience or OR a Master's degree with 6 years of proposal or material estimating or similar experience

  • Working knowledge of Enterprise Pricing Software (i.e., ProPricer) or an equivalent Pricing tool

  • Must have thorough understanding of pricing and estimating methodologies, quality, and compliance requirements (FAR/DFARS) related to cost volumes and Cost Estimating System requirements.

  • Must have an active Secret Clearance (with a background investigation completed within the last 5 years or currently enrolled into Continuous Evaluation).

  • Must have the ability to obtain and maintain Special Access Program Clearance.

Preferred qualifications:

  • Air Vehicle or Aerospace/Defense industry experience

  • Experience with SAP/S4

Primary Level Salary Range: $117,500.00 - $176,300.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
