Description
This Project Operations Manager is responsible for directing, managing, and supervising construction projects through leading the activities of construction project managers, superintendents, and associated staff. Also responsible for providing competitive cost estimates, coordinating with other departments involved in projects and providing expert technical support to customers. Develop and maintain relationships with necessary team members, external parties as well as customers. This individual is responsible for the overall health of the projects.
The incumbent in this position is expected to model the following practices daily:

  2. Collaborate with key internal/external resources;
  3. Participate in ongoing self-development.


Essential Functions
  • Models, promotes, reinforces, and rewards the consistent use of HOLT’s Values Based Leadership (VBL) tools, models, and processes to ensure alignment with our Vision, Values, and Mission
  • Performs comprehensive project evaluation, planning, and logistics analysis
  • Develops timelines, prepares budgets, and solicits and analyzes bids and proposals from contractors
  • Oversees project progress and ensure construction projects are completed on time and within budget
  • Performs inspections and implements standards and procedures for safety and quality control
  • Coordinates and leads daily team activities
  • May spend a portion of time performing the work of those they supervise
  • Assists with management decisions and activities
  • Working knowledge of team function within the organization
  • Works safely always and adheres to all applicable safety policies; complies with all company policies, procedures, and standards
  • Performs other duties as assigned

Knowledge, Skills, and Abilities
  • Evaluate, prioritize, and implement project work plans to optimize customer satisfaction and company profitability
  • Estimate resources, establish clear ownership for project tasks, ensure that team members have necessary tools and provide timely feedback
  • Develop, and maintain, effective business relationships vital to project success and to communicate project expectations and goals
  • Proactively communicate project status, issues, and risks to management while minimizing HOLT’s exposure and risk on the project
  • Provide technical resources to remove roadblocks and support PSD customers and stakeholders
  • Track progress, assess issues and identify solutions to meet deadlines while maintaining productivity, quality, and customer goals

  • Arrange customer training and align training with customer goals
  • Develop best practices and tools for project execution and management
  • Conduct project post-mortems and create recommendations report to identify successful and unsuccessful project elements
  • Provide process/procedure coaching/mentoring to junior members of the Engineering team to assist with their development; helps to inspire co-workers to attain goals and pursue excellence
  • Identifies opportunities for improvement and makes constructive suggestions for change while remaining on the forefront of change as presented by Caterpillar and HOLT
  • Challenge’s others to develop as leaders while serving as a role model and being a "go-to" resource for the Engineering team and PSD organization
  • Identifies opportunities for improvement and makes constructive suggestions for change while managing the process of innovative change effectively
  • Coaching/mentoring other members of the Engineering team and reviews Jr. team member project submittals for completeness and accuracy

Requirements
Education and Experience:
  • Minimum of a Bachelor’s Degree in Engineering, Mathematics, or related field required
  • Minimum six years of relevant professional experience required; a combination of Performance Management, Engineering Project Management, Strategic Business Planning and/or related field preferred
  • Minimum three years of people management experience is preferred 
Supervisory Responsibilities:
  • Responsibilities include, but are not limited to interviewing, hiring, and training employees; planning, assigning, and directing work; coaching and development; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Travel: 
  • Up to 30% travel, as required
Physical Requirements:
  • This position involves extended periods in a stationary position; additionally, occasional movement inside the office to access office machinery, file cabinets, etc.
  • This role frequently communicates with others, must be able to exchange accurate information in these situations
  • This role routinely uses standard office equipment such as computers, phone, and tablets
Work Environment:
  • This job is generally performed in a professional office environment
  • Occasionally works outdoors and may be exposed to weather extremes conditions that include inclement weather, heat, cold, and humidity
