South Bow is seeking an experienced Project Controller to join the Project Services team supporting Operations and Maintenance (O&M) projects. The successful candidate will provide project controls and cost management support across a portfolio of Operations & Maintenance capital and expense projects, partnering with Project Managers and key stakeholders to support successful project delivery. This role is responsible for cost control, forecasting, accrual management, project financial reporting, and governance oversight support while ensuring compliance with company policies and internal controls. The Project Controller will leverage strong analytical capabilities to provide actionable financial insights, improve forecast accuracy, and support effective decision-making across the project lifecycle.

What You'll Do

  • Provide comprehensive cost control and financial management support for assigned O&M capital and expense projects.

  • Develop, maintain, and continuously improve project forecasts, accruals, cash flow projections, and project financial performance metrics.

  • Monitor project performance and identify cost, schedule, and forecast variances for discussion with Project Managers and project teams.

  • Perform monthly variance analysis and prepare reports, dashboards, and management summaries.

  • Create and manage purchase requisitions and support the Procure-to-Pay (P2P) process, including invoice tracking, commitment management, and resolution of payment issues.

  • Coordinate with Supply Chain Management, Finance, Accounting, and project teams to ensure timely processing of commitments, invoices, and project expenditures.

  • Support month-end, quarter-end, and year-end close activities, including accrual preparation, financial reconciliations, and reporting requirements.

  • Ensure compliance with financial controls, accounting standards, delegation of authority requirements, and corporate governance processes.

  • Participate in project reviews, providing project performance reporting and financial recommendations.

  • Support continuous improvement initiatives focused on project controls processes, reporting capabilities, data quality, and system utilization.

  • Contribute to the development and implementation of standardized project controls practices, procedures, and reporting methodologies.

Minimum Qualifications

  • Bachelor's degree in Business, Commerce, Finance, Accounting, Engineering, Economics, Project Management, or a related discipline.

  • 4+ years of progressively responsible experience in project controls, project accounting, cost control, financial planning, or project services.

  • Demonstrated experience supporting portfolios of capital and expense projects.

  • Advanced knowledge of project forecasting, cost management, accrual accounting, variance analysis, and financial reporting.

  • Strong understanding of project controls principles, governance practices, and financial controls.

  • Advanced Microsoft Excel skills including complex formulas, financial analysis, and data management.

  • Strong written and verbal communication skills with the ability to effectively communicate financial information to technical and non-financial stakeholders.

  • Proven ability to manage multiple priorities and support numerous Project Managers simultaneously.

  • Continuous improvement mindset with a focus on efficiency, scalability, and data quality.

  • Effective stakeholder management and collaboration skills.

Preferred Qualifications

  • Experience supporting pipeline, energy, operations, maintenance, integrity, or facility projects.

  • Experience using Microsoft Dynamics 365 (D365), Omega or PIMS Project Controls, Power BI, and SharePoint.

  • Experience developing automated reporting, dashboards, or workflow solutions using Microsoft Power Platform (Power Automate and Power Apps).

  • Professional designation or progress toward a CPA, PMP, AACE, or related certification
