Job Duties

The Virginia Department of Housing and Community Development is seeking a Housing Program Administrator to join the Housing/Homeless and Special Needs Housing Unit. This role plays an important part in our mission to strengthen local capacity and build effective public and private partnerships that support housing stability across the Commonwealth. The position will administer the Virginia Homeless Solutions Program and the Virginia Housing Trust Fund Homeless Reduction Grant Program.
The Housing Program Administrator oversees a continuum of state and federally funded homeless services programs designed to support individuals and families at risk of or experiencing homelessness. The role ensures that resources are used responsibly, programs meet regulatory requirements, and services reflect best practices through close collaboration with local communities, nonprofit partners, and housing authorities
The Housing Program Administrator will:
Oversee a coordinated portfolio of homeless services programs and ensure they meet state and federal requirements while responding to community needs.
Support the delivery of tenant based rental assistance and other evidence based housing interventions that promote long term stability.
Work closely with Continuums of Care, service providers, and community partners to ensure services are accessible, effective, and high quality statewide.
Contribute to statewide planning efforts through policy interpretation, training, and informed recommendations.
Provide guidance and capacity building support to grantees and local partners to strengthen program implementation.
Monitor program operations to ensure adherence to state and federal regulations, best practice standards, and departmental policies.
Assist in developing program documents, policies, and implementation guidance to improve service delivery and outcomes.
(DHCD) partners with state, federal, local, and nonprofit housing and community and economic development initiatives. DHCD invests over $350 million annually in addition to $2 billion in federal recovery programs as a partner to Virginia communities to create safe, affordable, and prosperous communities to live, work, and do business in Virginia.
The appointment is to a restricted position, funded in part by non-general funds. The availability of funding is scheduled for review on an annual basis. Continued employment is contingent on the continued availability of grants and non-general funds.
This position is telework-eligible and adheres to the Commonwealth of Virginia's telework policy 1.61.

Minimum Qualifications

Considerable experience using spreadsheets and database programs to ensure program compliance and monitoring is required.
Skilled in accurately tracking, organizing, and maintaining financial information, or equivalent work experience in a professional office environment is required.
Demonstrated competence in applying and interpreting federal and state regulations, including analyzing regulatory requirements and ensuring accurate compliance and reporting.
Proven capacity to build strong working relationships across internal and external partners and to communicate clearly in both oral and written forms, including facilitating open, productive dialogue.
Demonstrated working knowledge of effectively managing multiple programs.
Capable of assessing situations quickly, responding with sound judgment, and applying sound judgment and structured problem-solving in high-stakes situations.
Experience in conducting and providing training workshops, making technical presentations, and effectively communicating to facilitate group discussions with diverse populations, team members, and stakeholders.
Work experience and proficiency in the Microsoft Office suite (including Word, Excel, PowerPoint, and Outlook) to create reports, draft documents, and create presentations.

Additional Considerations

Knowledge of state housing, homeless services, or related programs is preferred.
Knowledge of homeless services best-practice models and basic accounting practices.
