Responsibilities

The Program Manager (PM) is responsible for organizing the Operations and Maintenance (O&M) team and the associated activities in accordance with the mission and goals of both Intrepid/CIS and its Customer.  The PM will be able to manage a small O&M team (15 +/-) with a diverse array of talents and responsibilities. The PM will track and report activities of the O&M team and the awarded Task Orders (TOs) and assist with facilitation of the TO deliverables.  The PM will meet with stakeholders across the NCR performance location to make communication easy and transparent regarding project tasks, issues, schedules, costs, and logistics. The PM will make decisions on services and tasking to ensure success of the overall program. They should be adept at managing program risks and communicating remediation strategies. The PM shall also ensure they produce accurate and timely reporting of the program status throughout its life cycle.  The PM will receive support from Subject Matter Experts from the Company's Program Management Office, as needed, to support the overall success of the program.

  • Responsible for the successful cost, schedule, and performance of the contract.
  • Serve as the main point of contact for the Contracting Officer's Representative (COR), the
  • Government Program Manager, and the Company EIMS Director.
  • Work with Company EIMS Director for reporting, deliverables, and other contract matters.
  • Directly contribute to program efforts in several areas, including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities.
  • Ensure proper performance of tasks necessary to ensure the most efficient and effective execution of the contract.
  • Utilize expert communication skills needed to direct the skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review technical documents.
  • Communicate issues and solutions to the broader Government management structure as requested by senior Government leaders.
  • Provide mentorship, guidance and direct tasking to O&M Task Lead.  
  • Rapidly assemble and execute focused cross-disciplinary. Government/Contractor teams to address urgent or unexpected cost, schedule, or technical program/contract issues.

OPERATING HOURS AND EXPECTATIONS: This is a full-time position that operates 100% onsite unless otherwise indicated by, and at the discretion of, the Program Manager and customer. Work will occur between the operating hours of 0600 and 1800.

TRAVEL: This position will require some local travel to various Customer sites for installations and other project objectives. This travel will be within the DMV.

Qualifications

CLEARANCE:  

  • Active and current Top Secret(TS) SCI upon application. We will schedule CI Polygraph for selected candidates to meet the customer's onsite requirements.  Active TS/SCI with CI poly is required for onsite work.

EDUCATION:

  • Bachelor's degree in Communications or Broadcast Engineering and 10 years of experience in telecommunications field; in lieu of the Bachelor's degree in Communications or Broadcast Engineering and 10 years of experience in telecommunications field, candidate must meet one of the below in the same respective field of expertise:
    • High School or equivalent and Fourteen (14) years of work experience
    • Associates Degree and Twelve (12) years of work experience
    • Master's Degree and Eight (8) years of work experience
    • PhD - Six (6) years of work experience

CERTIFICATION(S): 

  • Project Management Professional (PMP)
  • Security+ CE (desired)

REQUIRED SKILLS AND EXPERIENCE:

  • 10 years' experience in leadership, site supervision, managing technical resources, personnel, and technology rollouts
  • 5 years' project management experience in audio visual and video teleconferencing field,
  • project & contracts management, multimedia / communications
  • Experience managing day-to-day contract delivery
  • Proven technical skills
  • Experience in analyzing new & complex projects
  • Experience with creating innovative solutions involving budget, scheduling, technology, methodology, tools and components
  • Experience with defining scope and objectives, work plans, schedules, estimates, resources, status, tracking and analysis
  • Experience professionally conducting meetings, providing technical and strategic guidance, and in coordinating training needs, contract deliverables, and quality assurance.
  • Direct experience in managing audio visual (AV) programs and AV technical teams.
  • Direct experience in managing multi-task contracts and subcontracts of various types and complexity;
  • Direct experience leading a multi-vendor environment
  • Demonstrated experience in the management and control of funds and resources using complex reporting mechanisms such as Earned Value Management (EVM)
  • Proficient in MS Office suite of applications, various ticketing portals, and IT systems.
