PURCHASING MANAGER

JOB SUMMARY

The Purchasing Manager is responsible for leading the purchasing and procurement functions to ensure the timely, cost-effective acquisition of direct and indirect materials, components, services, and equipment. This position manages supplier relationships, negotiates pricing and contracts, develops sourcing strategies, oversees inventory and purchasing activities, and ensures compliance with import/export regulations and applicable tariff requirements. The Purchasing Manager continuously monitors changes in domestic and international trade policies, evaluates tariff impacts on cost and supply chain operations, and implements strategies to minimize risk and optimize total landed cost while supporting organizational goals.

ESSENTIAL DUTIES AND RESPONSIBILITIES

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.


Purchasing & Supply Chain Management

  • Lead purchasing activities for direct and indirect materials, equipment, and services.
  • Develop and implement purchasing strategies aligned with company operational and financial objectives.
  • Generate, create, modify, and cancel purchase orders in SAP.
  • Obtain and enter supplier order confirmations into SAP.
  • Coordinate with suppliers and internal departments regarding procurement requirements and delivery schedules.
  • Obtain quotes, evaluate suppliers, and negotiate pricing, terms, and supply agreements.
  • Monitor supplier performance and drive continuous improvement initiatives.
  • Follow up on and expedite purchase orders as necessary.
  • Determine appropriate transportation methods, including air, ocean, rail, and ground freight.
  • Update purchase orders to reflect current information regarding inbound materials and shipments.
  • Create and maintain vendor master data and related purchasing information.
  • Assist with inventory management and inventory optimization initiatives.
  • Support new part creation and engineering change processes.

Tariff Management & Trade Compliance

  •  Monitor and assess changes to U.S. and international tariffs, trade regulations, customs requirements, and import/export laws 
  •  Analyze the impact of tariff changes on product costs, supplier pricing, margins, and overall supply chain operations
  • Maintain accurate tariff classifications, Harmonized Tariff Schedule (HTS) codes, country-of-origin documentation, and related records. 
  •  Work closely with customs brokers, freight forwarders, suppliers, and internal stakeholders to ensure compliance with all trade regulations
  •  Develop and implement strategies to mitigate tariff-related costs and supply chain risks 
  •  Evaluate alternative sourcing options, supplier locations, and supply chain strategies in response to tariff changes
  • Ensure accurate calculation and reporting of landed costs, duties, taxes, and tariffs.
  • Provide recommendations and periodic reports to leadership regarding tariff impacts and cost-saving opportunities.
  • Stay informed on government trade actions and communicate relevant updates to affected departments.

Leadership & Administrative Responsibilities

  • Manage purchasing projects and strategic sourcing initiatives.
  • Develop purchasing metrics and reporting to support business decision-making.
  • Participate in budgeting and cost reduction initiatives.
  • Ensure departmental compliance with company policies and procedures.
  •  Follow safety rules and maintain a clean and orderly work environment

Requirements:

QUALIFICATION REQUIREMENTS

The requirements listed below are representative of the education, certifications, knowledge, skills, and/or abilities required.

Education / Experience

  • Bachelor's degree in Business, Supply Chain Management, Operations Management, Logistics, Finance, or a related field preferred.
  • Minimum three years of purchasing, procurement, strategic sourcing, or supply chain experience.
  • Minimum two years of leadership or management experience preferred.
  • Experience managing international suppliers and import/export activities strongly preferred.
  • Experience with tariff management, customs compliance, trade regulations, and landed cost analysis preferred.

Knowledge, Skills, and Abilities

  • Maintain inventory levels that support production while minimizing excess inventory and carrying costs.
  • Meet inventory turns and inventory accuracy targets established by the organization.
  • Minimize stockouts caused by supplier delays or purchasing-related issues.
  • Ensure purchase orders are issued and maintained.

Leadership & Strategic KPIs

  • Develop and maintain supplier succession and risk mitigation plans.
  • Complete strategic sourcing projects according to departmental objectives and timelines.
  • Support company profitability goals through purchasing, sourcing, and tariff management initiatives.
  • Provide quarterly reporting and recommendations regarding market conditions, tariff impacts, supplier risks, and cost-saving opportunities.
