Job Description SummaryThe Program Manager - Safety and Health Regulatory Compliance develops, manages, and implements UMD health and safety programs in alignment with legal and institutional requirements. The primary responsibility of the position is to lead innovative workplace safety and health initiatives in accordance with federal, state, and local regulations, relevant industry standards and university policies. The Program Manager must promptly investigate and develop corrective measures for the UMD community to manage high-risk and time-sensitive projects that are developed across campus. The Program Manager coordinates with UMD project and departmental leadership to identify needs, set goals, and develop action plans that drive continuous improvement in safety performance. Reporting to the Assistant Director of Occupational Safety and Health (OSH), the position is responsible for proactive leading indicators including safety inspections, safety committee oversight, and incident investigations, including root cause analysis, corrective action development, and lessons- learned communication. The Program Manager partners with UMD departments across campus and at satellite facilities to ensure that safety initiatives address organizational needs and support a strong culture of safety and incident prevention as a core value. The role includes analyzing safety data and metrics (both lagging and leading indicators) and advising the Assistant Director and other technical staff on safety and health management and compliance issues specific to the UMD community and prepares clear written reports that logically summarize findings and data.Minimum Qualifications

Education: Bachelor's degree from an accredited college or university.
Experience: Three (3) years of professional program management or higher education experience.
Other: Additional work experience as defined above may be substituted on a year for year basis for up to four (4) years of the required education.

KNOWLEDGE, SKILLS, & ABILITIES:

Knowledge of business acumen to understand key business drivers, organizational communications, and data.
Skill in oral and written communication.
Skill in the use of Microsoft Office products.
Ability to exercise independent judgment and discretion.
Ability to develop and administer new policies and procedures.
Ability to interpret and apply policies, procedures, regulations, and laws.
