Oracle Fusion Middleware Consultant

WebLogic / SOA Suite / WebCenter Content 12c → 14c Upgrade — (Federal Judiciary)

Role: Oracle FMW Upgrade Consultant

Engagement: Contract / Consulting

Clearance: Ability to pass a federal Judiciary background investigation (public trust)

Reports To: Technical Lead / Delivery Manager

Position Summary

We are seeking an experienced Oracle Fusion Middleware (FMW) Consultant to lead and execute the upgrade of a middleware platform from 12c to 14c. This engagement covers domain, SOA Suite, and WebCenter Content upgrades, along with cutover planning, comprehensive testing, production go-live, and post-upgrade stabilization. The consultant will deliver a side-by-side upgrade with minimal disruption to judiciary operations and a clean, compliance-aligned decommissioning path for the legacy 12c environment. Work is performed in accordance with AOUSC IT security, change-management, and accessibility standards.

Scope of Work

  • Domain Upgrade: WebLogic Server (WLS) 12c → 14c
  • SOA Suite Upgrade: 12c → 14c
  • WebCenter Content Upgrade: 12c → 14c
  • Cutover Planning (side-by-side approach recommended)
  • Testing prior to production cutover, including:
    • Functional testing
    • Content check-in/check-out, workflows, conversions, renditions, metadata, security, subscriptions
    • Admin functions: component enablement, user provisioning, roles/groups
    • Integration testing: SSO/LDAP, external apps, web services, RIDC, and any custom front ends
    • Non-functional testing (performance, load, resilience)
  • Production Execution (Go-Live)
  • Post-Upgrade Stabilization, including planning decommissioning of the 12c environment after stabilization and records/compliance retention

Key Responsibilities

  • Plan and execute in-place and side-by-side upgrades of WLS, SOA Suite, and WebCenter Content from 12c to 14c within the judiciary environment.
  • Develop and maintain cutover runbooks, rollback plans, and go-live checklists aligned to AOUSC change-management processes.
  • Configure and validate integrations: SSO/LDAP, RIDC, web services, external applications, and custom court front ends.
  • Design and execute functional and non-functional test plans; document defects and drive resolution.
  • Support user provisioning, roles/groups, component enablement, and other administrative functions.
  • Ensure upgraded components meet Section 508 accessibility and applicable federal security requirements.
  • Provide post-go-live support and stabilization, and plan the compliant decommissioning of legacy environments and records retention.
  • Collaborate with AOUSC and court stakeholders, DBAs, ISSOs, and infrastructure teams throughout the engagement.

Required Qualifications

  • 5+ years hands-on experience with Oracle Fusion Middleware administration and upgrades.
  • Demonstrated experience upgrading WebLogic Server, SOA Suite, and WebCenter Content (12c to 14c strongly preferred).
  • Strong knowledge of WebCenter Content: workflows, conversions, renditions, metadata, security, and subscriptions.
  • Experience with SSO/LDAP, RIDC, web services, and integrating external/custom applications.
  • Proven ability to plan and execute production cutovers with minimal downtime.
  • Solid understanding of functional and non-functional/performance testing disciplines.
  • Ability to pass a federal Judiciary background investigation; U.S. work authorization.

Preferred Qualifications

  • Prior experience supporting the federal agencies.
  • Oracle certifications in WebLogic, SOA, or WebCenter.
  • Familiarity with federal security frameworks (NIST 800-53) and Section 508 accessibility.
  • Experience with DevSecOps, automated deployment, and monitoring tooling for FMW.
  • Prior consulting experience delivering fixed-scope upgrade engagements in regulated environments.

Deliverables

  • Upgraded and validated 14c environments (WLS, SOA, WebCenter Content).
  • Cutover and rollback plans, test results, and go-live sign-off.
  • Post-upgrade stabilization report and legacy decommissioning / records-retention plan.
