Summary
SUMMARY
The Medical Records Technician supports Vermont Army National Guard (VTARNG) medical readiness operations by maintaining, processing, reconciling, uploading, and safeguarding Soldier medical and dental records in accordance with Army medical records requirements, HIPAA, PII protections, and applicable Government system procedures. The position supports the accuracy, completeness, timeliness, and availability of Soldier health readiness documentation across electronic and hard copy records, including support for Periodic Health Assessment, Soldier Readiness Process, mobilization, Medical Evaluation Board, and other medical readiness activities.
COMPENSATION & BENEFITS
Wage Range: $17.25 - $22.22 per hour

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
  • Manage medical documentation by receiving, scanning, and filing all records into the appropriate electronic record system (MEDCHART) and the Soldier's hard copy record
  • Maintain medical records in strict accordance with Army Regulation (AR) 40-66, Medical Record Administration and Healthcare Documentation
  • Log and track all incoming medical documents and forward them to the Records Custodian or delegate within three business days
  • Upload and verify documents by placing them into the Health Readiness Record (HRR) and stamping all verified documents after uploading
  • Perform charting and data entry in multiple systems, including eCase, MEDPROS, AHLTA, and DENCLASS, ensuring all updates are completed within three business days of receiving information
  • Reconcile case information by reviewing hardcopy and electronic files for completeness, particularly in preparation for Medical Evaluation Boards (MEB)
  • Coordinate record transfers to and from mobilization sites, ensuring records are ready for unit representatives at least 72 hours prior to mobilization
  • Protect sensitive information by maintaining HIPAA standards and safeguarding Personally Identifiable Information (PII) at all times
SKILLS AND QUALIFICATIONS
  • Technical Proficiency:
    • Ability to utilize various military health databases such as MEDCHART, MEDPROS, eCase, and AHLTA
  • Regulatory Knowledge:
    • Familiarity with Individual Medical Readiness (IMR) policies and Army Regulations, specifically AR 40-66
  • Communication:
    • Ability to communicate effectively, both verbally and in writing, to track compliance and confirm Soldier understanding of documentation requirements
EDUCATION & EXPERIENCE
  • High school diploma or equivalent is required; post-secondary coursework, certification, or specialized training in health information management, medical records, medical administration, medical coding, healthcare documentation, or a related field is preferred.
  • Beginning-level position requiring the basic qualifications to perform medical records support under general supervision. Supervision and work review may be reduced as the employee gains experience, system familiarity, and demonstrated accuracy.
  • Prior experience in medical records, health information management, medical administration, case management support, military medical readiness, or a comparable healthcare administrative environment is preferred.
  • Experience handling confidential medical documentation, HIPAA-protected health information, PII, electronic health records, document scanning, records indexing, and records retrieval is preferred.
  • Experience with DoD, Army National Guard, military medical readiness systems, or Government healthcare environments is preferred but may be obtained through Government-provided system training after assignment.
  • Must be able to complete required Government, installation, information assurance, OPSEC, antiterrorism, iWATCH, CAC, and system-access training within required timelines.
SUPERVISORY RESPONSIBILITY
There are no supervisory responsibilities with this role.
WORK ENVIRONMENT
  • Performance shall be conducted at the VTARNG State Medical Detachment, Green Mountain Armory, Camp Johnson, Colchester, VT
  • Candidates who are able to work on-site will be prioritized.
ROLE and LOCATION SPECIFIC FUNCTIONS
  • Support and attend scheduled Periodic Health Assessment (PHA) and Soldier Readiness Process (SRP) events
  • Provide support for weekend soldier readiness events as required
POSITION TYPE/EXPECTED HOURS OF WORK
  • The standard work hours are between 0730-1630, Monday through Friday
  • The contractor must maintain an adequate workforce for uninterrupted performance
TRAVEL REQUIREMENTS
  • Travel may be required to provide case management and records support at mobilization stations, such as Fort Bliss, TX
CLEARANCE/LICENSE REQUIREMENTS
  • Security Clearance:
    • Requires a favorably adjudicated Tier 1 background investigation (or higher) for the issuance of a Common Access Card (CAC)
  • System Registration:
    • Must be registered in the Army Training Certification Tracking System (ATCTS)
  • Mandatory Training:
  • Completion of Anti-Terrorism (AT) Level 1 Awareness, iWATCH, Information Assurance (IA), and Level 1 Operational Security (OPSEC) training within 30 days of hire
