  • Status: Full-time, contingent on contract award (anticipated FY26 Q3)


Position summary

The Program Manager is the single accountable executive for delivery on the CNIC Fleet & Family Readiness IT Services IDIQ. You will own contract performance end-to-end as the primary interface with the Contracting Officer (KO) and COR, integrate Network, Cybersecurity, and Application domains through a standing Integration Review cycle, and operate a manage-by-exception governance model that meets quantified KPI thresholds across the contract life. You are the leader who turns a complex, task-order-driven environment into a predictable operating system.


What you will own

  • Full P&L and delivery accountability across the IDIQ base period and all option years.
  • Day-to-day relationship with the KO, COR, F&FR Program Office, and installation-level POCs.
  • Integrated Master Schedule across all active task orders, with cycle-time commitments at each lifecycle gate.
  • Manage-by-exception governance: 24-hour decision latency on routine matters, 4 hours on escalated matters, 10 business days on scope changes.
  • Live, COR-accessible Performance Dashboard reporting six committed quality KPIs monthly (FPY 95%, defect escape 2%, CAR closure 10 business days, on-time delivery 98%, QASP compliance 95%, CSAT 4.5/5).
  • Cross-domain risk management on a 55 likelihood-by-impact rubric with predefined mitigation action plans for high-complexity work.
  • Personnel: hiring, retention (target 10% voluntary attrition), and time-to-fill commitments by labor category.


Required qualifications

  • Active PMP certification.
  • ITIL Expert certification (or ITIL 4 Managing Professional / Strategic Leader).
  • 10+ years progressive program management experience on federal IT contracts, including IDIQ task-order environments.
  • Demonstrated success leading interdependent technical functions (network, cybersecurity, applications, enterprise systems) within a single P&L.
  • Direct experience with DoD or NAF contracting environments; familiarity with CNIC Fleet & Family Readiness or comparable distributed Navy programs is a strong plus.
  • Working fluency with PMI/PMBOK practices, Agile sprint execution, ITIL v4 service management, and SAFe coordination principles.
  • U.S. citizenship; ability to pass a background investigation.


Preferred qualifications

  • Hands-on experience operating a Performance Dashboard (ServiceNow, Power BI, Tableau, or equivalent) for Government oversight.
  • Prior accountability for ISO 9001:2015 or CMMI Level III contract execution.
  • RMF and ATO boundary fluency at the program-leadership level.
  • Active or recent DoD security clearance.
