What You Will Do to Change Lives 

The Vice President of Program Operations reports to the Senior Vice President, Chief Program Operations Officer and serves as an executive leader responsible for the strategic and operational performance of their designated region. This role provides executive leadership and direction for the overall operation of programs in the region. The VP is accountable for operational excellence, financial sustainability, regulatory compliance, customer development and growth, workforce effectiveness, and quality outcomes, ensuring achievement of positive EBITDA results and performance aligned with Strategic Priorities and Scorecard Targets. The role is also responsible for diagnosing underperformance and leading rapid, sustainable program turnarounds—stabilizing operations, improving quality and compliance, strengthening teams, and restoring financial performance.

The VP drives execution of short- and long-term regional strategies with decision-making impact extending 3 – 5 years. This includes leadership of cross-functional operational domains such as Planning, Financial Management, Human Resources, Compliance and Risk Management, Customer development and growth, Continuous Quality Improvement, and day-to-day Program Operations. The role ensures integration of systems, processes, and performance management frameworks that support scalable, high-quality, customer-centered care across the full continuum of services. As a senior operational executive, the VP develops and implements region-wide operational infrastructure that advances service excellence, strengthens fiscal stewardship, and improves client and community outcomes. They partner closely with Clinical, Finance, HR, Compliance, and Quality leaders to ensure operational alignment with corporate strategy and regulatory requirements, while proactively identifying opportunities for innovation, growth, and operational efficiency.

The VP provides executive oversight and leadership development to regional management teams, cultivating a high-performance leadership culture aligned with Telecare’s mission and values. They ensure workforce scalability, talent development, and succession planning to support sustainable regional growth.

 

Shifts Available: 

Full-Time | DAYS | Shifts: 8:00 AM - 5:00 PM | Days: Monday – Friday

Expected starting wage range is $203,934.37 - $251,978.83. Telecare applies geographic differentials to its pay ranges. The pay range assigned to this role will be based on the geographic location from which the role is performed. Starting pay is commensurate with relevant experience above the minimum requirements. 

 

What You Bring to the Table (Must Have) 

  • A master's degree in business administration, hospital administration, social services or related behavior health administration strongly preferred
  • Ten (10) or more years' experience as a Regional/ VP in similar organization or hospital administration with budget responsibility in the management and operations of a multi-site health system
  • Exceptional financial acumen and operations management expertise with proven performance around managing EBITDA targets
  • Exceptional leadership, communication and customer service skills
  • Proven experience in development, start up, and multi-facility operations
  • Must be CPR, Crisis Prevention Institute (CPI), and First Aid certified on date of employment or within 30 days of employment and maintain current certification throughout employment
  • All opportunities at Telecare are contingent upon successful completion and receipt of acceptable results of the applicable post-offer physical examination, 2-step PPD test for tuberculosis, acceptable criminal background clearances, excluded party sanctions, and degree or license verification. If the position requires driving, valid driver license, a motor vehicle clearance and proof of auto insurance is required at time of employment and must be maintained throughout employment.
