Job description
The Program Manager, LGBTQ+ Health and Complex Family Planning Programs is responsible for the development, implementation, and ongoing management of innovative clinical, educational, and community-engaged programs that support reproductive health, patient access, and LGBTQ+ health equity initiatives. This role provides strategic, operational, programmatic, and financial leadership for multidisciplinary programs and serves as a key liaison among healthcare providers, executive leadership, researchers, patients, and community organizations.
The Program Manager develops program goals, budgets, operational plans, and resource strategies to ensure successful achievement of program objectives. The position exercises substantial independent judgment in analyzing complex issues, establishing priorities, implementing initiatives, and making decisions that significantly impact clinical operations, patient experience, and organizational outcomes.
Decision-Making and Scope
This position is responsible for the development and ongoing management of assigned programs and initiatives. The successful candidate independently analyzes, compares, and evaluates operational, strategic, financial, and clinical considerations and determines appropriate courses of action within the scope of assigned responsibilities. Decisions and recommendations made by this role significantly influence program effectiveness, patient access, organizational operations, community partnerships, and strategic priorities.
The Program Manager operates with a high degree of autonomy and exercises independent judgment on matters of significance, free from immediate direction, while ensuring alignment with departmental and institutional goals.
Responsibilities*
Clinical Program Operations and Development
LGBTQ+ Health Leadership
- In partnership with the Director of the Center for Gender Service Program, and other clinical leaders, provide senior-level administrative, operational, programmatic, and financial leadership for CGSP programs across inpatient, outpatient, and affiliated settings.
- Develop and deliver institutional education and training programs focused on inclusive care, affirming communication practices, workforce development, and health equity.
- Foster collaboration and advancing organizational initiatives that promote inclusive and equitable care.
- Lead the LGBTQ+ Patient and Family Advisory Council, ensuring patient and family perspectives are incorporated into clinical, operational, and strategic decision-making.
- Serve as a resource and advocate for initiatives that improve healthcare access, quality, and outcomes for LGBTQ+ patients and families.
- Partners with leaders and staff within OBGYN, UMMG and ambulatory care to operationalize workflows needed with related technical or policy change.
- Researches industry best practices, collects and analyzes data, draws appropriate conclusions and translates information to relevant LGBTQ+ initiatives and acomplex family planning.
- In partnership with the Director of Complex Family Planning and other clinical leaders, provide senior-level administrative, operational, programmatic, and financial leadership for Complex Family Planning programs across inpatient, outpatient, and affiliated settings.
- Lead the operational planning, implementation, expansion, and ongoing management of programs and services aligned with priorities established by physician and departmental leadership, including development of workflows, timelines, resource plans, and measurable objectives.
- Lead system-level improvements to patient access and administrative processes, including referral, scheduling, insurance authorization, financial assistance, and billing workflows, to reduce barriers and administrative burden for patients and clinicians.
- Convene stakeholders across clinical and administrative areas ?including clinical teams, hospital and ambulatory leadership, finance, revenue-cycle, and community organizations?to build alignment, resolve operational barriers, and support sustainable implementation of program initiatives.
- Develop and monitor program budgets, business plans, staffing and resource strategies, performance measures, and sustainability models; use operational, financial, and experience data to evaluate outcomes and recommend improvements.
- Exercise substantial independent judgment in managing program operations, risks, and competing priorities, while referring clinical standards, patient-care decisions, and matters requiring physician or executive authority to the appropriate leaders.
Program Development and Strategic Initiatives
- Facilitate the implementation and ongoing administration of a first-of-its-kind OBGYN Fellowship Program in Sexual, Emotional, and Reproductive LGBTQ+ Health.
- Lead program planning and development efforts, establishing objectives, timelines, performance measures, and operational strategies.
- Analyze and evaluate complex operational and programmatic issues, developing recommendations and implementing solutions that support organizational priorities.
Stakeholder Engagement and Partnerships
- Build and maintain collaborative relationships with community organizations, campus partners, advocacy groups, and healthcare stakeholders to inform program development and strengthen trust and access to care.
- Convene and facilitate advisory groups, steering committees, and workgroups to establish priorities, build consensus, and guide strategic direction.
Research and Academic Collaboration
- Consult and collaborate with the Institute for Healthcare Policy and Innovation and other academic partners on LGBTQ+ health research initiatives.
- Support the translation of research findings into clinical practice, program development, and organizational improvement efforts.
- Foster collaboration between research, education, clinical operations, and community engagement activities.

Bachelor's degree in healthcare related field or combination of education and experience
3 years of experience managing programs in a healthcare setting.
Demonstrated ability to independently manage change and solve problems in an ambiguous environment.
Strong team orientation and ability to manage in complex organizations.
Ability to work collaboratively and demonstrate flexibility and commitment to embracing change.
Strong relationship-building skills, including the demonstrated ability to build consensus among diverse stakeholder groups.
Highly analytical and has the ability to translate and communicate analysis into actionable information for problem-solving and decision-making at all levels within organization.
Excellent interpersonal, written, and verbal communication skills.
Proficient in the use of Microsoft Office Suite (Excel, Project, PowerPoint, Word, and Visio) and other project management tools to aid in the project delivery and data analysis.
Ability to manage concurrent small to large scale projects and independently establish project priorities.
