About the Role
Howard University Hospital is seeking an IT Business Operations Manager to lead the business and operational backbone of our Information Technology department. In this role, you will own financial planning, procurement, vendor management, asset lifecycle, policy development, and the operational workflows that keep clinical and administrative technology running reliably. You will partner across IT leadership, Finance, Supply Chain, Compliance, and clinical operations to ensure technology services are delivered securely, efficiently, and in support of exceptional patient care.
What You'll Do
  • Oversee daily IT business operations, aligning service delivery with hospital priorities and service-level expectations across Infrastructure, Applications, Cybersecurity, Clinical Informatics, and Service Desk teams.
  • Develop and manage IT operating and capital budgets, track expenditures, reconcile invoices, and partner with Finance on chargebacks, cost allocations, and forecasting.
  • Lead procurement of hardware, software, licensing, and IT services, and manage vendor relationships, contract renewals, SLAs, RFPs, and performance reviews.
  • Build and maintain policies for IT asset tracking, device lifecycle, and inventory control, ensuring accurate records for audits and financial reporting.
  • Maintain IT governance, compliance, and policy frameworks covering procurement, HIPAA, cybersecurity, and operational standards, and support internal and external audits including Joint Commission and CMS.
  • Support department-wide strategic initiatives, track project milestones and risks, and prepare executive-level reports and briefings for IT and senior leadership.
  • Manage staffing schedules, onboarding, training coordination, and workforce planning, and support recruitment processes.
  • Serve as a liaison between IT and clinical/administrative departments, streamlining service workflows and improving the customer experience.

Required Qualifications
  • Bachelor's degree in Business Administration, Healthcare Administration, Information Systems, or a related field.
  • 5+ years of experience in business operations, preferably within healthcare or IT.
  • Strong understanding of hospital operations, IT service delivery, and technology procurement.
  • Demonstrated experience managing budgets, vendors, and operational workflows.
  • Excellent communication, analytical, and organizational skills.

Preferred Qualifications
  • Master's degree (MBA, MHA, MSIS, or related).
  • Experience in a hospital IT environment or clinical technology setting.
  • Familiarity with EHR systems, ITSM platforms (ServiceNow, Ivanti), and asset management tools.
  • Knowledge of HIPAA, cybersecurity standards, and healthcare regulatory requirements.
  • Lean, Six Sigma, or PMP certification.

Pay & Schedule
This is a full-time, onsite position based at Howard University Hospital in Washington, DC, working Monday through Friday during day hours. The salary range for this role is $125,000-$140,000 annually, commensurate with experience and qualifications.
