Job Description:


JSL Technologies, Inc. is seeking a qualified Dispatcher (CESE) to support Civil Engineering Support Equipment (CESE) dispatch operations at the Navy Medical Readiness Logistics Command (NMRLC), Cheatham Annex. This is a contingent hire, pending contract award. The incumbent will perform vehicle dispatch functions for daily use of all Government provided Non-Tactical Vehicles and Equipment (NTVE) and Material Handling Equipment (MHE) in support of warehouse operations.

Requirements:

Minimum Qualifications

Education:

  • High School Diploma or equivalent

Experience:

  • Minimum two (2) years of experience as an equipment dispatcher
  • Familiarity with pertinent federal, state, and local laws, regulations, policies, and precedents which affect the use of vehicles and equipment on federal and state roads
  • Familiarity with hazardous materials transport and vehicle regulations associated with transporting such material

Required Knowledge:

  • Knowledge of DoD 4500.36R (Acquisition, Management, and Use of DoD Non-Tactical Vehicles)
  • Knowledge of NAVFAC P-480 and NAVFAC P-300 for management of motor vehicles
  • Knowledge of Department of Transportation regulations
  • Familiarity with Maintenance, Management and Material system (3M) or other computer information systems

Technical Proficiency:

  • Proficiency in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint) and Adobe Acrobat
  • Ability to use DMLSS, HIMS, or other authorized database of record for equipment tracking and maintenance scheduling

Other Requirements:

  • Valid U.S. driver's license
  • Ability to obtain a Common Access Card (CAC)
  • Must be a US Citizen
  • Ability to pass background investigation
  • Must complete required DoD/BUMED IT security training

Essential Duties and Responsibilities

Vehicle Dispatch Functions:

  • Perform vehicle dispatch functions for daily use of all Government provided NTVE and MHE
  • Conduct routine dispatching, scheduling, and coordination of preventive maintenance, corrective (unscheduled) maintenance, and record data for all NTVE and MHE
  • Coordinate, dispatch, and schedule all NTVE/MHE equipment for service based on Maintenance, Management and Material system (3M) or other compute information systems as directed

Vehicle Inspection:

  • Inspect vehicles before and after use for damage, safe operating condition, and safety
  • Ensure basic initial issue equipment is present
  • Initiate accident reporting with NTVE/MHE managers and safety personnel

Record Keeping & Reporting:

  • Annotate starting and ending mileage accumulations and track daily on the dispatcher's log
  • Report mileage data with additional reporting of NMRLC utilized assets
  • Provide monthly NTVE/MHE status report for active equipment
  • Develop and maintain an equipment maintenance status report electronically for all NTVE and MHE turned over for daily use
  • Status report shall include USN Number, ECC Number, description of the item, mileage, location assignment, maintenance status, date equipment went down, date(s) of service, and comments on the status of the issue

Regulatory Compliance:

  • Follow regulations and rules defined in the DODINST 4500.36, NAVFAC P-480, Department of Transportation, and the NAVFAC P-300 for management of motor vehicles
  • Ensure compliance with hazardous materials transport regulations when applicable

Administrative Duties:

  • Perform word processing, data entry, and electronic mail transmission
  • Store, retrieve, and maintain electronic documents/files
  • Enter data into predefined spreadsheets or databases

Required Skills and Competencies

  • Ability to read, interpret, and apply reference materials such as regulations, manuals, catalogs, records, and orders
  • Ability to read and speak the English language with correct grammar, spelling, punctuation, capitalization, and format
  • Proficiency in US standard office equipment (computers, copiers, fax machines, telephone systems)
  • Strong ethical principles and customer service skills
  • Excellent communication skills (written and verbal)
  • Ability to work independently and as part of a team

Physical Requirements

  • Light to moderate physical effort required
  • Walking, standing, reaching, bending, and moving items
  • Lifting and carrying items over 45 lbs
  • Work is performed on hard surfaces

Security Clearance:


Applicants must have an active security clearance and/or the ability to obtain and maintain a US Government Security Clearance. Selected candidates will be subject to a government security investigation and must meet eligibility requirements to obtain a DoD Government- granted security clearance.
