Job description

Senior Proposal Manager

Interpret solicitation requirements or source selection regulations and coordinate Tier 1 proposal response strategy for large ($30-300M) competitive opportunities. 

Compensation & Benefits:

Estimated Starting Salary Range for Senior Proposal Manager: Pay commensurate with experience.

Senior Proposal Manager Responsibilities Include: 

  • Interprets solicitation requirements or source selection information and coordinates proposal response strategy for Tier 1 competitive opportunities in compliance with Federal Acquisition Regulations (FAR).
  • Communicates proposal requirements and influences process adoption at senior level.
  • Assesses the solicitation and other proposal elements for risk, schedule/milestone dependencies, and win probability against the capture plan for the organization’s ability to meet solicitation requirements; makes no-bid recommendations as appropriate. 
  • Facilitates Shipley Business Development Lifecycle Gate 4 Proposal Bid and Gate 5 Final Submission Reviews for Tier 1 opportunities.
  • Directs content contributors in the appropriate application of win themes and discriminators, technical strategic approaches, and value-add attributes in the proposal technical and pricing narratives.
  • Manages the scheduling and actions of proposal resources including proposal desktop publisher, graphic artist, coordinator, technical writer, solution architect, and subject matter experts.
  • Performs on-going compliance/quality reviews of documents while in development.
  • Facilitates the use of various proposal tools, work products, and techniques to create winning proposals which fully execute the win strategy.
  • Leads meticulous Pink, Red, Gold, and White color team reviews against strict deadlines and with clearly communicated expectations of reviewer results; develops and executes the color team recovery plan.
  • Provides guidance and mentorship to proposal management peers by participating in color team reviews. 
  • Accountable for final review process to ensure quality, solicitation compliance, and pricing narrative is accurate and product is approved before submitted to contracts for final sign-off.
  • Conducts After Action Reviews and collects lessons learned for best practice process improvements.
  • Maintains skills in proposal management, development, and publications best practices.
  • Assists in content library development, maintenance, and management.
  • Performs other job-related duties as assigned.

Senior Proposal Manager Experience, Education, Skills, Abilities requested: 

  • Bachelor’s Degree with 10 years of related experience or an equivalent combination of education and experience. Experience with a variety of government contracts and technical requirements required.
  • Advanced knowledge of managing the development of successful proposals. 
  • Advanced knowledge of Microsoft Office products.
  • Excellent interpersonal skills; patience; problem-solving skills; attention to detail; organization skills; accuracy; and time management. 
  • Excellent time management/prioritization skills.
  • Ability to lead and mentor peers in proposal management, development, and publications best practices. 
  • Ability to coach sales teams in persuasive writing and proposal best practice.
  • Ability to provide just in time training and direction as needed. 
  • APMP preferred with Shipley required.
  • Must pass pre-employment qualifications of Cherokee Federal
