Job Summary

OUR TEAM

We are seeking two experienced Learning & Organizational Development (L&OD) Specialists to join our team in providing innovative and effective learning programs to enhance the County's workforce knowledge and skills through learning programs, organizational development engagements, and implementation of new initiatives that ensure long-term effectiveness. This role is integral to advancing the professional development needs of the County's employees, supervisors, managers, and senior leaders through structured learning pathways.

L&OD team members collaborate with other team members and County departments to analyze workforce challenges and work with management to develop innovative solutions that meet short-term and long-term needs. L&OD Specialists also serve as key members of the HR team, collaborating with internal stakeholders such as Workforce Planning, Classification and Compensation, Employee Relations, Benefits, and Human Resources Information Systems.

KEY RESPONSIBILITIES

Learning & OD Specialists will:

  • Facilitate and develop programs to meet the overall learning and development needs of the County workforce.
  • Lead and manage cross-functional teams on a variety of projects.
  • Develop and deliver learning initiatives specifically designed for the County's leadership levels, to include supervisor, manager, and senior leader program development.
  • Lead the development of the new hire experience through a revised orientation and onboarding process.
  • Analyze complex learning and organizational development issues, conduct training needs assessments and provide practical recommendations for response.
  • Collaborate with inter-departmental teams to help build mechanisms for effective group cohesion, problem solving, and decision making.
  • Assist with departmental training and organizational development needs, providing guidance, frameworks, and facilitation assistance to guide department team development and strategic direction needs.
  • Provide guidance in the area of Talent Management including succession planning and career development programs to support employee growth within the organization.

HIRING RANGE

Compensation will be commensurate with experience.

Minimum Qualifications

Bachelor's degree in Human Resources or related field to program area; three (3) years of related work experience; or equivalent combination of education and experience.

Expert knowledge in the functional area of Learning and Organizational Development, experience developing and facilitating instructor-led classes on a variety of professional development topics. Certification in Organizational Development, Human Resources, Instructional Design, Facilitation, Myers Briggs Type Indicator, Crucial Conversations, or DISC Team Dynamics is preferred. Certified Professional in Learning and Performance (CPLP) by the ASTD Certification Institute, or Human Resources Professional Certification PHR/SPHR or SHRM-CP/SHRM-SCP preferred.

Required knowledge of Learning Management Systems, MS Office applications with intermediate or advanced skill level with MS Word, Excel, PowerPoint, Microsoft Teams, and Outlook. Preferred experience with instructional design tools such as Canva, Articulate and/or i-Spring Suite.

KEY COMPETENCIES

The successful candidate should have comprehensive knowledge of best practices in adult learning approaches as well as strong facilitation skills both in person and through virtual platforms. Strong expertise in instructional design. Must exhibit excellent written and verbal communication skills and the ability to deliver effective communications countywide as well with direct correspondence to employees and contracted County vendors.

This position is an FLSA Exempt position and may be required to work beyond the normal workweek. Some travel may be required.
