Description Title: Human Resources Specialist (Learning & Development Coordinator) Position Number: 0097658 Hiring Unit: Human Resources Location: Kaua'i Community College Date Posted: June 19, 2026 Closing Date: July 8, 2026 Band: B Salary: salary schedules and placement information Monthly Type: 11 Month Full Time/Part Time: Full Time Temporary/Permanent: Permanent Other Conditions: Full time, 11-month, general funds, to begin approximately October 2026, pending position clearance, availability of funds, and actual staffing requirements. Renewal of appointment contingent on satisfactory performance and availability of funds. Position may be converted from 9 to 11 months or 11 to 9 months based on operational needs.
Duties & Responsibilities: Training & Professional Development Plan, coordinate, implement, and assess professional development initiatives for all employee groups, that align with the College's mission and core values, through needs assessments, surveys, data analysis, and consultation with campus stakeholders. Ensure professional development initiatives provide employees with the skills and competencies necessary to effectively perform their roles and advance strategic imperatives. Design and facilitate professional development programs using multiple delivery formats, including in-person training, individual and group coaching, and web-based learning platforms.
Lead the planning, coordination, and execution of professional development events, conferences, recognition programs, and other campus-wide engagement activities, including budgeting, scheduling, vendor coordination, facilities arrangements, and post-event evaluation. Encourage and promote collegiality across campus by organizing activities and workshops that build teamwork, enhance communication, and create a collaborative work culture that reflects the College's core values. Develop and deliver professional development workshops and presentations, as appropriate to areas of expertise.
Provide consultation and guidance to supervisors and departments on individual and team development planning. Establish and maintain partnerships with external training providers, consultants, and professional organizations. Stay current with trends, best practices, and emerging technologies in professional development and adult learning.
Program Coordination & Collaboration Track, analyze, and report participation, outcomes, and effectiveness of professional development programs using data and evaluation tools. Oversee the processing and documentation of tuition reimbursement and staff development funding. Coordinate employee engagement initiatives, including team-building activities and employee retention and recognition programs, to foster a positive and supportive campus environment.
Collaborate with the marketing team to publicize and market professional development opportunities through newsletters, social media, websites, and other internal and external communication channels, ensuring a consistent and visible presence. In collaboration with the New Employee Orientation Work Group, Human Resources, and other relevant groups, design, schedule, implement, and assess comprehensive onboarding programs that reinforce the institutional mission, strategic imperatives, and core values while fostering a welcoming environment for new hires. Develop structured processes to support employees in sharing knowledge gained from sabbaticals, conferences, certifications, and other external professional development activities, including organizing presentations, workshops, panel discussions, or written summaries to ensure learning is disseminated across campus.
Collaborate with the grant manager to identify funding opportunities and assist with writing, administering, and managing grants related to professional development. Serve on campus committees and groups, including, but not limited to, the Campus Events Committee and the New Employee Workgroup. Compliance & Human Resources Monitor and ensure employee compliance with all required institutional and regulatory training programs, including but not limited to Title IX (TIX), Equal Employment Opportunity (EEO), and Clery Act trainings.
Track completion rates, send reminders, coordinate training access and maintain accurate records. Assist, in collaboration with the HR Manager, with all aspects of the student employment process, including creating job postings, managing applications, coordinating onboarding, and supporting training for student workers and their supervisors. Supports recruitment and selection of vacant positions including providing guidance on recruitment efforts, reviewing vacancy announcements for compliance, content, accuracy and proper formats, conducting committee orientations and briefing sessions and providing guidance on hire actions.
Perform other duties as assigned or directed. Minimum Qualifications Education and Professional Work Experience Possession of a baccalaureate degree in arts and sciences or related field and three (3) year(s) of progressively responsible professional experience with responsibilities for human resources, organizational development, professional development; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated. Knowledge, Skills, and Abilities Considerable working knowledge of principles, practices and techniques in the area of professional development programs as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with higher education, human resources, or professional development programs. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. Demonstrated ability to operate a personal computer and apply word processing and Excel software. Demonstrated ability to manage work priorities, projects, and manage employee relations.
Desirable Qualifications Master's degree in the Arts and Sciences or a related field. Experience working in a higher education environment. Experience in working with comprehensive groups and individuals.
