General Description:
Supports knowledge management activities within the organization by developing capabilities and content management best practices while providing leadership and management overseeing KM practices and methodologies in support of the Army Training Center, Fort Jackson, South Carolina. The KM Specialist will communicate information about the organization's knowledge-sharing processes and serve as the liaison between ATC KM official(s) and the Fort Eustis OCKO KM contract Program Manager.

  • Knowledge of Army KM and Business Process Improvement management policies and procedures
  • Ability to manage a diverse group of stakeholders to accomplish mission goals
  • Strong interpersonal and communication skills
  • Demonstrated experience supporting senior government leaders in an onsite support role
  • Excellent oral and written communication skills
  • Demonstrated experience managing projects to create timely, high-quality deliverables
  • Ability to work in a fast-paced environment, multi-task, and prioritize requirements

Specific Duties:
The ATC Knowledge Management Specialist for the Training and Doctrine Command (TRADOC) Knowledge Management (KM) program works with internal groups on reviewing, analyzing, and evaluating business processes, business systems, and user needs to achieve process and change improvements and to improve overall business results. Assist the program with the development of new knowledge management processes, support the diagnosis of current issues, and redesign, reconstruct, and monitor processes to ensure effectiveness.
  • Supports the annual KM self-assessments
  • Supports implementation of the KM program
  • Responsible for collaborating with subject matter experts (SMEs) across the organization to support design and develop instructional/training programs and documentation that improve customer satisfaction and employee performance
  • Support training and other stakeholder sessions for the implantation and maintenance of knowledge management procedures
  • Develop metrics that provide data for KM process measurement, identifying indicators for future improvement opportunities
  • Diagram and evaluate existing processes
  • Develop policies, methods, and procedures supporting and leading to improvement of business processes and in support of change management
  • Assist with the development of solutions, providing functional analysis and input that sets the standard for consistent training and knowledge collaboration throughout the organization, including face-to-face and digital learning experiences
  • Assist clients with the use of collaborative tools to share information across organizations Provide SharePoint Online skills and knowledge management support, establishing best-practices use of the SharePoint system
  • Maintain a SharePoint environment by establishing, documenting, and deploying appropriate monitoring of end users
  • Provide a range of strategies to identify, create, represent, distribute, and enable the use of Army 365/M365, including SharePoint Online, Power Apps, Power Automate, Power BI, MS Teams as an effective collaboration platform
  • Perform SharePoint administrative actions, answering trouble tickets relating to SharePoint and/or Knowledge Management
  • Work as Site Collection Administrator on all ATC site collections
  • Work with AESD to resolve SharePoint issues
  • Request site collection size increases from ECMCS/DEPS
