Job Overview
We are seeking a Knowledge Management Analyst Subject Matter Expert (SME) to join our team. You will execute enterprise-wide KM strategies by optimizing content lifecycles, establishing governance structures, and leveraging collaborative platforms like SharePoint Online to ensure organizational knowledge is effectively captured and shared across the National Guard Bureau. Additionally, you will drive continuous organizational learning by conducting maturity assessments, facilitating Communities of Practice (CoPs), and delivering targeted training curriculums. This is an onsite position located in Arlington, VA.
Responsibilities include, but are not limited to:
  • Knowledge Strategy & Lifecycle Management: Be adept at executing end-to-end knowledge processes. This includes utilizing structured methodologies to assess and implement solutions. The role is responsible for mapping out how information moves through the organization and managing the entire lifespan of knowledge products to ensure accurate, timely, and relevant data availability.
  • Information Architecture & Governance: A major pillar of this role is ensuring that knowledge is organized, secure, and compliant with enterprise standards. This requires applying rigorous taxonomy standards and supporting overarching program governance. It also mandates the practical application of these standards within digital environments to align information structures for optimal retrievability and security.
  • Stakeholder Engagement & Collaboration Enablement: Act as a strategic bridge between technical solutions and user adoption. A primary focus is breaking down organizational information silos by gathering requirements directly from users and fostering inclusive, collaborative environments that drive mission success.
  • Organizational Learning & Maturity Assessment: The role requires a continuous improvement mindset designed to systematically elevate the enterprise's KM maturity over time. This involves continuously evaluating the current state of knowledge practices, providing actionable, data-driven improvements, and proactively educating the workforce.
Required Qualifications:
  • Must possess one of the following:
    • Knowledge Management Institute (KMI)- Certified Knowledge Manager (CKM) or Certified Knowledge Specialist
    • American Productivity & Quality Center (APQC) Certified Knowledge Manager
    • US Army KM Qualification course (KMQC)
    • Awarded the Air Force KM Air Force Specialty Code (AFSC:3A0XX/3D0XX
    • Bachelor’s degree or higher degree in Organizational Learning or Library Science
  • A minimum of five (5) years of demonstrated experience applying enterprise KM principles including knowledge flow analysis, knowledge lifecycle management, knowledge architecture alignment, metadata/taxonomy application, knowledge product development, knowledge stewardship, and KM governance support.
  • Experience applying structured KM lifecycle methodologies such as Assess, Design, Develop, Pilot, and Implement (ADDPI).
  • Must demonstrate basic proficiency with SharePoint Online (365) including lists, libraries, sites, permissions, and content organization to support KM governance, information architecture alignment, content lifecycle management, and coordination with the ESSRs).
