Scope of Work The IT Project Manager is responsible for managing multiple IT projects simultaneously, ensuring efficient execution through structured planning, resource coordination, and clear communication. This role will oversee all aspects of assigned projects, including scheduling, resource allocation, risk management, and stakeholder coordination to meet project deadlines and objectives. The IT Project Manager will work closely with intercity departments including the Fire Department, Police Department, Finance, Human Resources, Public Works, Utilities, Solid Waste, Airport, and other divisions to implement technology solutions that improve efficiency and public service delivery.

The role requires strong leadership, communication, and technical project management skills in a collaborative, publicsector environment. The items below are intended to describe the general nature and level of work performed by an individual assigned to this position. These are not intended to be an exhaustive list of all responsibilities, duties, and skills required of personnel so classified in this position.

The position description is subject to change by the City as the needs of the City and requirements of the position change. Essential Job Duties Manage multiple IT projects from initiation to completion, ensuring alignment with business and departmental goals. Organize and coordinate project resources, including IT staff, external vendors, and other stakeholders.

Develop and maintain detailed project plans, schedules, and status reports. Facilitate clear and effective communication among project teams, leadership, and stakeholders. Develop and manage project plans, schedules, and task assignments for citywide implementation projects.

Ensure projects are completed on time, within scope, and within budget. Partner with intercity departments such as Fire, Police, Finance, HR, Public Works, Utilities, Airport, and Solid Waste to gather requirements, align technology solutions with operational needs, and support adoption. Conduct regular project meetings, provide status updates, and ensure all stakeholders are informed.

Support change management efforts to ensure smooth adoption of IT projects and systems. Manage procurement and vendor contracts in accordance with city policies. Implement best practices and continuous improvement initiatives for IT project management.

Train end users on new technologies and ensure smooth adoption of implemented solutions. Coordinate with the Strategic Communications Office to build and execute internal and external communication campaigns related to IT projects. Perform other related duties as assigned.

Subject to recall 24/7 for critical IT incidents or project emergencies. Physical and Environmental Conditions Ability to sit, stand, and move between office buildings. Ability to retrieve files from bottom and top drawers of file cabinets.

Frequent use of a computer for documentation, analysis, and communication. Physical and Environmental Conditions Knowledge, Abilities, and Skills Strong knowledge of IT project management methodologies (Agile, Scrum, Waterfall). Experience in managing multiple concurrent IT projects.

Ability to coordinate and allocate resources effectively across multiple projects. Strong organizational, analytical, and time-management skills. Excellent written and verbal communication skills for stakeholder engagement.

Problem-solving skills to identify and address project roadblocks. Proficiency in project management tools and software. Ability to handle multiple assignments and meet deadlines.

Experience in coordinating training for end users on IT systems and facilitating technology adoption. Ability to develop and execute strategic communication plans in coordination with relevant department Education, Experience, and Certifications Certified Associate in Project Management (CAPM) from the Project Management Institute (PMI) - Required. Bachelor's degree in Computer Science, Information Systems, Business Administration, or related field.

Other combinations of experience and education that meet the minimum qualifications may be substituted. Four years of IT project management experience may substitute for a college degree. Preferred Certifications: PMP, Lean Six Sigma - Lean Six Sigma Green Belt certification.

Experience managing projects in a municipal, federal, or state government setting. Preferred Experience: Familiarity with ERP, HRIS, permitting, financial, or public safety systems. Preferred Experience: Experience with system integration, data migration, and change management.

Preferred Experience: Knowledge of cloud-based applications (SaaS) and IT security best practices. Valid Texas Driver's License required Required Qualifications Knowledge, Abilities, and Skills Knowledge of capabilities, limitations, and functional applications of information technology methods and equipment Knowledge of information technology systems design and programming Knowledge of systems analysis, development, planning, and documentation methods and standards Knowledge of data communications principles, practices, and restrictions Knowledge of modern office practices and procedures, including equipment utilization Ability to organize and monitor time and dollar expenditures for tasks performed Ability to analyze, interpret, summarize, and report research findings Ability to produce written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar Ability to handle multiple assignments, meeting established deadlines Ability to work cooperatively with other City employees Excellent organizational, documentation, and oral and written communication skills Strong writing skills Minimum Education, Experience, and Certification: Bachelor's Degree in Business, Public Administration or related degree.
