Major Duties
- Plans, organizes, and directs the activities of subordinate Information Technology (IT) specialists, program managers and technical SMEs
- Exercises the full range of acquisition program management responsibilities with respect to accomplishment of the J6 mission
- Negotiates with other applications development supervisors in creating software development directives and instructions.
- Manages the development and enforcement of DLA Information Operations standard methods and procedures for the execution of application development functions
- As Program Manager, identifies tracks and assesses standard metrics for IT software/hardware and Operational Technology (OT) software/hardware development processes across various teams and projects
- Ensures operability of assigned applications by understanding local and wide-area networks, state-of-the-art communications protocols, programming techniques, functional analysis, and operating systems software
- Implements program management associated with the design, development, implementation and maintenance of application software and hardware
- Serves as a Contracting Officer Technical Representative (COTR) performing all related acquisition duties

Qualification Summary
To qualify for an Supervisory IT Program Manager (APPSW), your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Plans, organizes, and directs the activities of subordinate IT personnel. - Exercises full program management responsibility by planning, directing, coordinating, developing, tracking, assessing, and implementing IT solutions for assigned application systems and subsystems. - Advises as subject matter expert in the planning, development, testing, implementation and operating of computing and application systems. - Develops and enforces standard methods and procedures for the execution of application development functions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
