The Learning Management System (LMS) Course Specialist supports the design, delivery, and sustainment of distributed learning environments across USAFCOEFS. This role ensures reliable, effective Learning Management System (LMS) operations that enable course delivery, instructor support, and student engagement in alignment with mission training objectives.
The LMS Course Specialist serves as a subject matter expert for Army Training Information System (ATIS) and Blackboard platforms, supporting the full lifecycle of course development, delivery, and continuous improvement. The ideal candidate brings experience in LMS administration, instructional support, and data-driven course optimization within a structured training environment.
The scope is to provide comprehensive LMS administration, course lifecycle management, user training, and technical support across USAFCOEFS distributed learning environments-ensuring reliable, secure, and effective delivery of training and educational programs.
Key Responsibilities
1. LMS Administration & Course Management
โข Manage and sustain LMS courses throughout the full lifecycle
โข Create and maintain courses using approved naming conventions
โข Monitor ATIS/Blackboard performance, availability, and stability
โข Ensure continuous access and functionality for all users
2. System Support & Technical Expertise
โข Serve as LMS/ATIS subject matter expert (SME)
โข Troubleshoot system issues including database, content, and access problems
โข Coordinate with USAFCOEFS stakeholders and Army Training Support Center (ATSC)
โข Support system upgrades and integration of new LMS technologies
3. Training & User Support
โข Provide training to instructors, course managers, and new users within 10 working days
โข Support course design, test creation, surveys, and gradebook functions
โข Assist instructors with course facilitation and LMS usage
โข Provide ongoing technical support to ensure effective system use
4. User Access & Enrollment Management
โข Serve as primary point of contact (POC) for user enrollment and disenrollment
โข Manage user roles, permissions, and access controls
โข Ensure proper access for students, instructors, and course developers
5. Analytics, Reporting & Continuous Improvement
โข Monitor and analyze LMS usage, performance, and availability
โข Provide monthly reports with insights, recommendations, and system updates
โข Participate in meetings to support strategic planning and system enhancements
โข Recommend new technologies, capabilities, and mobile solutions
6. Compliance & Content Security
โข Safeguard testing materials and sensitive course content
โข Ensure access is limited to authorized personnel (e.g., Test Control Officers)
โข Maintain compliance with Army and DoD policies for information security
Requirements
โข Bachelor's degree in Instructional Design, Education, Information Systems, or related field (or equivalent experience)
โข 3+ years of experience supporting Learning Management Systems (LMS)
โข DoD Secret Clearance
โข Meet DoD 8570/8140 IAT Level II requirements, maintaining certification throughout the contract period
โข Compliance with DoD cybersecurity and information assurance policies
โข Ability to safeguard Controlled Unclassified Information (CUI) and testing materials
โข Experience with Blackboard LMS (preferred) or similar platforms
โข Familiarity with ATIS or Army Distributed Learning environments
โข Knowledge of course development, instructional technologies, and eLearning tools
โข Understanding of database/content management within LMS platforms
โข Experience training users in technical systems and applications
โข Ability to manage multiple courses and stakeholders simultaneously
โข Strong communication and collaboration skills
Preferred Qualifications
โข Experience in DoD or Army training environments
โข Familiarity with ATSC processes and Army Distributed Learning systems
โข Experience supporting blended learning or large-scale training programs
โข Knowledge of LMS analytics and reporting tools
