Experience Required:

Function
Under the supervision of the Chief Human Resources Officer, the Human Resources Analyst will perform various duties supporting the administration of the Human Resources Department. The Human Resources Analyst will be responsible for building and maintaining effective relationships with all internal and external customers served by the Human Resources Department. Assists the Chief Human Resources Officer with the employment process and the maintenance of internal records. Exercises initiative and sound judgment in determining and completing tasks. Also responsible for compiling frequent reports, research, and other analytical duties related to the Human Resources Department, as assigned.

Responsibilities:
HR Support
  • Monitors and processes all items in WinOcular work queue including all regular, full-time and temporary, part-time employees. Verifies vacancies based upon authorized position control information, employment status of recommended personnel, and TRS eligibility.
  • Assists in the coordination of new hire processing for the Chief Human Resources Officer, including distributing new hire packets to approved candidates.
  • Inputs data accurately and efficiently into Business Plus for employees to include new hires, resignations, retirements, transfers, reassignments, leaves of absence, and payroll changes.
  • Ensures accuracy of payroll data input and calculations for new hires, including tax status, exemptions, deductions, payroll schedule, range, step, and budget account number.
  • Processes and resolves direct deposit inquiries for new hires.
  • Ensures adherence to standards and procedures established by the department and take steps to immediately correct problems, delays, and inaccuracies, when necessary.
  • Inputs data into Business Plus which includes position, funding source, pay range, pay rate, degree, licenses, certifications, and experience.
  • Works cooperatively with the Office of Finance to process all employment related issues for employees.
  • Partners with administrators, principals, directors, and staff regarding payroll-related issues.
  • Remains compliant with all state Senate Bill 9 fingerprinting requirements and uploads all new hires to SBEC's website database and FAST Pass and ensures all background checks meet District requirements.
  • Coordinates the District's process of personnel records management for employees, including scanning and electronically filing documents into personnel files using Laserfiche system.
  • Handles routine HR inquiries to ensure a high level of service and responsive, knowledgeable support for internal and external customers. Explains HR policies, procedures, and practices to employees as appropriate.
  • Maintains HR information database in Business Plus to ensure that employee information is accurate, current, and reliable.
  • Works with the Office of Finance to maintain position control system in an accurate and timely manner. Reconciles job descriptions with position control. Follows up with supervisors to make certain that job descriptions are reviewed and updated on a regular basis.
  • Receives and processes applications for employment, including verifying completeness of files and notifying those not selected for employment.
  • Processes new hire paperwork including criminal history information, references, and other application materials.
  • Meets with new hires and assists them with completion of documents required through the employment process.
  • Inputs employee data into Business Plus for employee changes which include position, funding source, pay range, pay rate, degree, experience, and certification, if applicable.
  • Maintains Access database including campus staff lists, check lists for required documents, name changes, new hires, reassignments, resignations, retirements, and leaves of absence.
  • Processes all new hires and reassignments and electronically files all documents into personnel files using Laserfiche system.

Reports and Correspondence
  • Prepare and distribute or post job vacancy announcements and advertisements.
  • Provides clerical support in confidential personnel matters involving salaries, employment recommendations, resignations, retirements, and other matters.
  • Prepares reports and maintains statistical information for employees.
  • Maintains all personnel records, including certifications and licenses, as required by the Texas Education Agency and Board Policy.
  • Updates and maintains service record information for employees.
  • Prepares correspondence, forms, and reports according to District standards and requirements.
  • Maintains and monitors records of licenses and certifications for employees.

Other
  • Answers and responds to incoming calls, takes reliable messages, and routes to appropriate staff.
  • Greets visitors and assists employees and applicants to complete applications and required paperwork.
  • Assists with the preparation and distribution of employment contracts, letters of reasonable assurance, salary statements, employee evaluations, etc.
  • Maintains confidentiality with all personnel matters.
  • Follows District safety protocols and emergency procedures.
  • Performs other job-related duties as assigned by the Chief Human Resources Officer.
