Essential Job Duties
The Assistant Director of Facilities Human Resources (FHR) serves as a key member of the Facilities Human Resources leadership team and provides strategic direction, oversight, and continuous improvement for a comprehensive portfolio of HR programs that support the employee lifecycle across the Facilities Division. Reporting directly to the Director of Facilities Human Resources, this position leads a team of 3-4 HR professionals and is responsible for advancing division-wide initiatives related to talent acquisition, onboarding, training and development, engagement and recognition.
As a trusted HR leader and consultant, the Assistant Director works collaboratively with Facilities executives, managers, supervisors, employees, and University Human Resources to ensure the delivery of responsive, consistent, and high-quality HR services that support the division's operational goals and NC State University's strategic priorities. The position plays a critical role in fostering a positive workplace culture by developing programs and practices that enhance employee engagement, strengthen workforce capability, promote employee success, and support long-term talent retention.
This role combines strategic program leadership, staff supervision, workforce analytics, change management, and process improvement. The Assistant Director evaluates organizational needs, identifies emerging workforce trends, and implements innovative solutions designed to improve the employee experience and operational effectiveness. The position also serves as a senior HR advisor on complex employee and organizational issues, providing guidance that balances business needs, policy compliance, legal requirements, and employee well-being.

This position offers the opportunity to make a significant impact on the Facilities Division by shaping HR programs, developing talent, improving organizational processes, and ensuring employees have the resources and support necessary to thrive and contribute to the University's mission. Key responsibilities and duties include but are not limited to:

  • Provide strategic leadership and oversight for division-wide programs related to recruitment, onboarding, employee development, engagement and recognition.
  • Lead the design, implementation, assessment, and continuous improvement of HR initiatives that enhance the employee experience and support Facilities Division goals.
  • Oversee recruitment and talent acquisition strategies, partnering with leaders and hiring managers to strengthen hiring practices and improve the attraction, selection, and retention of high-quality talent.
  • Oversee onboarding programs that ensure a welcoming, informative, and consistent experience for new employees while supporting successful integration into the organization.
  • Assess organizational and workforce development needs and implement training, leadership development, mentoring, e-learning, and professional growth opportunities for employees and supervisors.
  • Develop and execute employee engagement initiatives by analyzing survey results, feedback, workforce trends, and organizational data to identify opportunities for improvement.
  • Manage employee recognition programs that celebrate achievements, reinforce organizational values, and promote a culture of appreciation and belonging.
  • Supervise, coach, mentor, and evaluate a team of HR professionals, establishing performance expectations and ensuring high-quality, customer-focused service delivery.
  • Research and analyze complex HR issues and develop practical, compliant, and business-focused solutions aligned with University policies, employment regulations, and organizational priorities.
  • Build and maintain strong collaborative relationships with Facilities leadership, University Human Resources, and campus partners to ensure consistent application of HR practices and successful implementation of initiatives.
  • Utilize workforce data, operational metrics, and employee feedback to evaluate program effectiveness, identify trends, and support strategic decision-making.
  • Develop and deliver presentations, training programs, communications, reports, and recommendations to a variety of stakeholders, including senior leadership.
  • Oversee HR records, reporting processes, and data management activities while ensuring confidentiality, data integrity, and compliance with applicable requirements.
  • Monitor changes in HR best practices, employment law, higher education trends, and workforce strategies and recommend program enhancements as appropriate.
  • Lead HR technology initiatives and process improvement efforts, including collaboration on the continued enhancement and utilization of AiM and other HR systems to improve data management, reporting capabilities, and operational efficiency.
  • Support organizational change initiatives and special projects that advance Facilities Division and University objectives.
Other Responsibilities
  • Serve as the Facilities Human Resources representative and primary point of contact in the Director's absence, providing leadership and decision-making support as needed.
  • Other duties as assigned.
Qualifications
Minimum Education and Experience
Bachelor's degree and two years of progressively responsible professional human resources management experience, or an equivalent combination of training and experience. All degrees must be from appropriately accredited institutions.
Knowledge of issues and best practices in human resources program procedures and methods, including the related business context.
Demonstrated commitment to continuous improvement, including the use of contemporary technology, software, equipment, and processes.
Ability to communicate clearly and effectively, both verbally and in writing, with supervisors, employees, clients, and the general public, and to understand verbal and written instructions and other communications regarding work assignments and related matters.
Other Required Qualifications
- Proven experience in HR programs management and supervision with a strong understanding of HR best practices.
- Strong analytical, problem-solving, organizational and project management skills.
- Ability to maintain confidentiality and handle sensitive information with discretion.
- Proficiency with HRIM software.
Preferred Qualifications
  • North Carolina state agency or UNC System university experience preferred.
  • PHR or SHRM certification preferred but not required.
