Perma-Pipe in Lebanon, TN (USA) is looking for a HSE Manager - US

The HSE Manager – US serves as the site expert for all health, safety, and environmental (HSE) programs, ensuring compliance with Perma-Pipe policies, standards, and all applicable regulations. This role is responsible for promoting a proactive safety culture, driving continuous improvement, and supporting the development and alignment of HSE programs to achieve Perma-Pipe’s Incident-Free Safety Culture.

This is an on-site, Lebanon, TN (USA) based position and candidates must be authorized to work in the United States.

Perma-Pipe International Holdings, Inc is a dynamic, global supplier of pipe coating solutions and factory pre-insulated piping systems serving the oil & gas, district heating and cooling, and industrial markets. With a strong focus on quality, safety, and innovation.

Essential Duties & Responsibilities

HSE Leadership & Program Management

  • Act as the site focal point for HSE programs with full authority to stop unsafe acts or conditions.
  • Serve as the primary HSE representative, providing daily guidance and support.
  • Promote a proactive safety culture aligned with Incident-Free principles.
  • Lead the implementation of HSE standards, policies, and procedures.
  • Evaluate effectiveness of HSE programs and drive continuous improvement.

Compliance, Reporting & Risk Management

  • Ensure compliance with federal, state, and local HSE regulations.
  • Maintain records and documentation in accordance with regulatory and company requirements.
  • Deliver regular HSE metrics, KPIs, and reporting to management.
  • Conduct field inspections and regulatory compliance audits.
  • Perform hazard assessments and risk analyses in collaboration with operations.
  • Identify risks early and implement mitigation strategies.

Incident Investigation & Safety Programs

  • Lead and facilitate incident investigations and Root Cause Analysis (RCA).
  • Champion Behavior-Based Safety (BBS) programs and coach leaders on effective safety observations.
  • Manage Workers’ Compensation claims and follow up on corrective actions.
  • Support contractor HSE management and compliance.

Training & Development

  • Plan and deliver HSE training for employees, supervisors, managers, and contractors.
  • Conduct onboarding safety orientation programs.
  • Coach and mentor teams in risk reduction and safety best practices.
  • Assess training needs and develop targeted programs.

Collaboration & Continuous Improvement

  • Partner with operations, leadership, and external agencies to enhance HSE performance.
  • Participate in policy and procedure reviews and updates.
  • Standardize HSE documentation and processes.
  • Support supply requisitions and resource planning for HSE needs.

Leadership & Supervision

  • Supervise local HSE personnel and provide coaching and development.
  • Build strong relationships across departments and with key stakeholders.

Qualifications & Requirements

Education

  • Bachelor’s degree in an HSE-related discipline.
  • ASP, GSP, CHSC, or MSO certification preferred.

Experience

  • Minimum of 5 years of HSE management experience.
  • Strong experience with incident investigations, hazard assessments, risk mitigation, and training delivery.
  • In-depth knowledge of federal, state, and local safety regulations and standards.

Skills & Competencies

  • Subject Matter Expert in HSE regulations, standards, and best practices.
  • Strong leadership, coaching, and team development skills.
  • Experience with Behavior-Based Safety programs.
  • Skilled in hazard analysis and root cause/casual analysis methodologies.
  • Proficient in OSHA regulations and compliance interpretation.

Supervisory Responsibilities

  • Oversees local HSE personnel at assigned location(s).

Travel

  • Up to 50% travel to support additional locations and company operations.

  • In-office Mon-Fri (not hybrid or remote) with regular presence in operational/field environments.
  • Ability to wear required Personal Protective Equipment (PPE).
