Job Overview
The Program Manager will be the primary daily management interface for the customer unit-level supervisor. This individual will provide direct line-supervision of team-level Project Leads and contractor Front Office personnel to establish greater cross team standardization of process, methodology, task tracking and reporting functions, and Scaled Agile implementation; identification, and proposal of continuous improvement initiatives. The individual will support contract compliance, reporting, personnel administration, and service delivery in accordance with the contract, and implementation of Xpect policies, procedures, and support of corporate and contract facing initiatives.
Core Responsibilities
  • Daily engagement with government customers
    • Understanding the customer's needs and goals
    • Aligning performance and customer expectations
    • Intercessor between SITS/Unit and Project Leads to ensure implementation of strategic initiatives
    • Ensure team's work priorities and alignment with Division, Section & Unit initiatives
  • Enforce change control policies and procedures
    • Inform, track, and attend Technical Configuration Control Board (TCCB), and Change Control Board (CCB) meetings.
  • Enforce Risk Management methodologies
    • Review and update of the Jira Risk Register, reporting, reviews, and mitigations including POA&Ms in collaboration with the Release Train Engineer (RTE) and Project Leads.
  • Track personnel work allocations (team-based) and coverage schedules with Project Leads
  • Mitigate scope creep within release cycles - Epics, Stories, Tasks, and requirement popups that may occur during quarterly release cycles post-release planning.
  • Manage EPIC balance within releases against resource availability, priority, etc. (ensuring if new popup taskers come in, the customer reviews and approves what approved Epic/Task is sacrificed to support it to prevent overload)
  • Agile/PMP (Planning template) Preferred experience
  • Experience with project planning and schedule development and maintenance
  • Development, maintenance, and delivery of documentation, and release deliverables as needed
  • Managing approving expense report processes.
  • Excellent Communicator & Mentor

  • Managing and maintaining Onboarding program/process
  • Managing contract personnel in a geographically diverse team
    • Travel 25% to perform quarterly site visits at each worksite location
  • Understanding SLA/SLO and how to manage them.

Requirements
  • TS SCI with the ability to obtain and maintain a CI poly
  • Scaled AGILE implementation experience
  • Mission Focused; understands the mission and consistently striving to improve it.
  • Superb personal skills and the ability to establish and maintain multiple meaningful relationships with staff and the customer.

Preferred Additional Skills and Qualifications
  • Experience: 12 years
  • Education: BA
  • PMP certification
