Summary
This position is part of the Department of Defense, Missile Defense Agency. The incumbent will be responsible for: Supporting MDA budget & program schedule information.
Salary Ranges are the following unless statutory/regulatory rates prevail.
For the Kirtland AFB, NM Location: $90,479 to $139,871
For the Schriever AFB, CO Location: $91,870 to $138,380
For the Redstone Arsenal, AL Location: $93,216 to $144,102
For the Fort Belvoir, VA and/or Dahlgren Location: $102,415 to $158,322

Duties

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
As a Program Analyst at the NH-0343-3 broadband level, some of your typical work assignments may include:
  • Develops and/or briefs complex studies and analyses for projects assigned by MDA Senior Leadership, program managers, and business managers utilizing EVM software tools and methodology to assist them with he decisions they are required to make in support of acquiring products.
  • Supports the planning, execution, and follow-up of Integrated Baseline Reviews (IBRs) or Schedule Deep Dives (SDDs). Serves as advisor and source on EVM collaborative efforts with senior analysts, contractors, and Defense Contract Management Agency (DCMA).
  • Provides on the spot analysis of alternatives and actions for a wide range of EVM-related activities including support of DCMA EVM System surveillance activities, EV/budget integration analysis and EV/schedule integration analysis.
  • Provides assistance in implementing EVM policy within MDA organizations and across MDA.
  • Assimilates data and coordinates reports provided to outside organizations such as OSD, GAO, and Congress.
  • Provides management support, conducts analyses, and prepares recommendations to PM&A leadership and senior analysts in Acquisition, Program Management, Contracting, and Cost Estimating to identify, coordinate, monitor, and evaluate the support operations, including ensuring coordination and timeliness of actions for mission accomplishment.
  • Reviews Requests for Proposal and contract documentation to ensure thorough and correct EVM contractual requirements are implemented on programs.
  • Researches and provides input into policies and procedures to maintain full accountability for the Agency's business operations and EVM program.
  • Performs other duties as assigned.

  • Incumbent must acquire 80 Continuous Learning Points every 24 months
  • Employee must obtain/maintain a Special Sensitive/Top Secret with Sensitive Compartmented Information (TS/SCI) clearance

Qualifications
You may qualify at the NH03 Broadband Level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below and must meet 2 of the 3 specialized experience listed below to be qualified:
  • Applying analytical and evaluative methods and techniques, to include qualitative and quantitative analysis, policies, processes, products, terminologies, and guidance documents in order to conduct comprehensive studies and develop assessments, recommendations and position statements.
  • Utilizing Integrated Baseline Review principles, requirements, and processes and application of budgetary policies, processes, procedures and regulations including funds execution and knowledge of acquisition and life cycle management policies, procedures, and practices to conduct reviews.
  • Working with cost and economic analyses principles, techniques, and practices with ability to identify, plan, conduct research, summarize results, and make recommendations on complex, multi-faceted problems and lead special study teams.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
