Minimum qualifications:
  • Bachelor's degree in a technical field, or equivalent practical experience.
  • 1 year of experience in program management.
  • Experience with Outside Plant (OSP) or Inside Plant (ISP) fiber optic infrastructure projects.
  • Experience working with third-party vendors to analyze fiber test results and verify network standard compliance.

Preferred qualifications:
  • Experience in an OSP-focused role within the telecommunications or network infrastructure industry (e.g., OSP Engineer, Fiber Project Manager, OSP Construction Manager).
  • Experience with Outside Plant (OSP) and Inside Plant (ISP) fiber optic infrastructure, including design, installation, and testing within data centers, ILA sites, or co-location facilities.
  • Ability to be an influential member of a highly integrated team composed of both technical and non-technical members.

As a Technical Program Manager at Google, you lead complex, multi-disciplinary engineering projects using your engineering expertise. You plan requirements with internal customers and usher projects through the entire project lifecycle. This includes managing project schedules, identifying risks and clearly communicating them to project stakeholders. You're equally at home explaining your team's analyses and recommendations to executives as you are discussing the technical trade-offs in product development with engineers.
Using your extensive technical and leadership expertise, you manage projects of various size and scope, identifying future opportunities, improving processes and driving the technical directions of your programs.
In this role, you will be responsible for the end-to-end management and delivery of Outside Plant (OSP), Inside Plant (ISP) fiber optic projects, and associated network capacity. You will facilitate and manage the post-sale delivery of new services from third-party suppliers and vendors, covering the full spectrum of physical network infrastructure from external pathways to in-building facilities. This includes overseeing OSP and ISP design, construction, testing, and acceptance, ensuring projects meet technical specifications and timelines. You will also test and remediate network fiber assets across long haul and metro routes, and work cross-functionally to accept leased capacity. You will work closely with the negotiation team to understand contract terms and communicate progress to internal teams to ensure goals are met.

Responsibilities
  • Coordinate and deliver program communications in close collaboration with program stakeholders, including metrics progress, meeting notes, meeting AIs, decision/escalation logs, newsletters, and websites.
  • Collect data relating to program progress from program stakeholders. Maintain project trackers and status reports in close collaboration with program stakeholders.
  • Author program charter that addresses scope and timeline of basic program, specify program OKRs, and explain resource requirements/dependencies, in close collaboration with program stakeholders.
  • Author stakeholder map that specifies who is impacted by, and who influences program outcome in close collaboration with program stakeholders.
  • Triage technical bugs and feature requests alongside engineering stakeholders for purposes of prioritization, resourcing, and tracking execution.
