Job description

Job Title: Payroll / HR Administrator
Company: Balance Staffing
Location: Los Banos, CA (Onsite Only)
Pay Rate: $30.00–$35.00 per hour
Job Type: Full-Time
Schedule: Monday–Friday


Job Summary

Balance Staffing is seeking a Payroll / HR Administrator with a strong payroll background to support daily operations. This role is ideal for candidates whose primary strength is payroll processing, with working knowledge of HR functions. You’ll serve as a key point of contact for payroll, employee records, benefits, compliance, and related inquiries while working closely with multiple departments.


Key Responsibilities

Payroll Administration

  • Process bi-weekly payroll accurately and on time
  • Maintain payroll records including wages, deductions, bonuses, and overtime
  • Ensure compliance with federal, state, and local payroll regulations
  • Prepare payroll reports and reconcile discrepancies
  • Respond to employee payroll questions and resolve issues
  • Assist with accounts payable processing
  • Manually calculate weekly timesheets for temporary staffing employees

Human Resources Administration

  • Maintain employee personnel files (I-9s, active/terminated employees, unemployment claims)
  • Assist with onboarding and offboarding
  • Support benefits administration (enrollments, changes, terminations, COBRA)
  • Reconcile monthly benefits billing (medical, dental, vision, life)
  • Process qualifying life events via Paycom
  • Support performance reviews and employee relations
  • Coordinate safety programs and mandatory training
  • Manage FMLA/CFRA/PDL leaves of absence
  • Administer workers’ compensation and maintain OSHA logs
  • Track and report 401(k) contributions and assist with annual census reporting

Compliance & Reporting

  • Ensure compliance with employment laws and internal policies
  • Assist with audits, workers’ compensation, and unemployment claims
  • Prepare payroll and HR reports for management
  • Maintain confidentiality of sensitive employee information


Qualifications

Required:

  • 2+ years of payroll and HR administration experience
  • Strong payroll processing background
  • Knowledge of payroll systems and HRIS platforms (Paycom is a plus)
  • Familiarity with federal and state employment laws
  • Strong attention to detail and organizational skills

Preferred:

  • 5+ years of payroll experience
  • Associate’s or Bachelor’s degree in HR, Accounting, or related field
  • Bilingual in Spanish
  • Experience in construction or farming environments
  • Proficiency in Microsoft Excel and HR software
