Gnostech is seeking a Foreign Military Sales (FMS) Human Resource Specialist to manage HR processes and support personnel administration for Foreign Military Sales operations. This is a full-time position. Responsibilities and Qualifications will include but are not limited to:
ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Provide human resources support to the International Directorate by assisting with manpower planning and staffing requirements funded through Foreign Military Sales (FMS).
  • Perform integrated support for personnel and manpower management activities related to supporting and sustaining the F-35 program. Responsibilities will include analyzing and determining staffing requirements from the U.S. stakeholder Services for civilians funded through FMS.
  • Develop and implement a formalized resource management process including a review and approval structure.
  • Perform continuous analysis of manpower plans and make recommendations to the F-35 program on efficient utilization of personnel resources. Assist in the management of F-35 civilian and military manpower management programs.
  • Review and analyze manpower plans to ensure efficient utilization of personnel resources. Administer the F-35 manpower database. Conduct quarterly manpower reviews.
  • Communicate with stakeholders on a regular basis.
  • Review, identify and recommend approaches to support the efficient utilization of personnel resources, funding, retention, replacement, and training of personnel.
  • Maintain organizational documentation to include policies and procedures, standard operating procedures, metric tracking, status reports, forecasts and trend analysis for corporate operations.
  • Assist in In-Processing and out-processing of personnel.

SUPERVISORY RESPONSIBILITIES
  • This position does not have any supervisory responsibilities.

QUALIFICATIONS

KNOWLEDGE AND SKILLS
  • Knowledge of FMS processes and HR/manpower regulations.
  • Understanding of workforce planning and manpower allocation processes.
  • Strong written and verbal communication skills.
  • Proficiency in HR systems and Microsoft Office products.
  • Ability to collaborate effectively in a multi-stakeholder, international environment.

EDUCATION and/or EXPERIENCE
  • BA/BS degree and 5 years of experience providing human resources support within an FMS environment.
  • AA/AS degree accepted in lieu of BA/BS with accompanying 5 years of experience performing the duties described in the duties and responsibilities of this position.
  • GED/Diploma accepted in lieu of BA/BS with accompanying 10 years of experience performing the duties and responsibilities of this position.

Desired Experience
  • Demonstrated experience in Federal human resources and/or manpower positions, and familiarity in developing Foreign Military Sales (FMS) manpower packages.

Minimum Security Clearance
  • Current active Secret Clearance
