POSITION:

Reporting to the Senior Manager, Facilities Management, the incumbent provides specialized technical and environmental expertise to support the planning, execution, and oversight of capital and operational tasks, process and projects across VIA Rail's fixed asset portfolio. The role supports operations and projects related to stations, maintenance centres, rail infrastructure, fueling facilities, and rightsofway, ensuring assets are safe, compliant, sustainable, and operationally fit for purpose.

Acting as a key advisor both in the office and in the field, the incumbent integrates environmental, safety, and assetmanagement requirements into all phases of operations and project development. This includes supporting definition, design, execution, and closeout of task and projects while ensuring alignment with regulatory obligations, corporate standards, and best practices. The role contributes directly to longterm asset stewardship, risk mitigation, and informed investment decisionmaking.

RESPONSIBILITIES:

Project and Operation Support

  • Support and coordinate operational and capital projects related to fixed assets, including planning, execution, monitoring, and closeout;
  • Ensure projects are delivered with appropriate controls for quality, cost, schedule, safety, and environmental performance;
  • Participate in site meetings, work monitoring, and coordination with internal teams, consultants, and contractors;

Environmental Integration and Compliance

  • Integrate environmental requirements into project scopes, designs, specifications, and construction activities;
  • Provide expertise related to soils, materials management, contaminated sites, and environmental risk mitigation;
  • Support regulatory permitting, approvals, and liaison with authorities as required;
  • Contribute to longterm rehabilitation and remediation programs, including activities under the Federal Contaminated Sites Action Plan (FCSAP);

Monitoring, Audits, and Continuous Improvement

  • Conduct site inspections, audits, and field reviews to verify compliance with permits, standards, and contractual requirements;
  • Participate in facility compliance audits with regulatory authorities;
  • Support incident investigations, rootcause analysis, and implementation of corrective and preventive actions;
  • Lead the Fixed Asset Management and support the VIA Environmental teams in urgent situations (leaks, spills, releases);
  • Develop, improve, and apply tools, templates, procedures, and indicators related to asset, safety, and environmental management;

Governance and Process Alignment

  • Ensure projects and activities align with established methodologies, PMO standards, and internal processes;
  • Contribute to performance reporting, documentation control, and continuous improvement initiatives across Fixed Asset Management;
  • Produce regulatory compliance documents such as semi-annual Halocarbon release reports, storage tank inventory review, amongst others to regulatory bodies;
  • Provide technical support and guidance to internal teams to strengthen consistency and knowledge transfer;
  • Initiate or support and participate in producing tendering documents and RFPs reviews related to environmental studies or initiatives;

WHAT WE ARE LOOKING FOR:

  • University degree in engineering related to maintenance;
  • Professional Engineers or PMP certified (an asset);
  • Specialized knowledge in the environment (an asset);
  • Minimum 3 years of professional experience in facility management;
  • Knowledge of project management;
  • Knowledge of operation on railway infrastructure (an asset);
  • Good leadership skills and be proactive;
  • Ability to work under pressure, manage priorities while respecting deadlines;
  • Ability to work in a team environment and foster collaboration;
  • Foster a customer-oriented approach and developed negotiation skills;
  • Excellent analytical skills and must exercise good judgment;
  • Good verbal and written communication skills;
  • Be organized, autonomous, methodical and rigorous;
  • Master the Microsoft Office suite and AutoCAD;
  • Bilingual (French and English).

Working conditions

  • Must have a valid driver's license and a vehicle for occasional business use;
  • Generally, the work schedule is from Monday to Friday, as follows:
    • 3-4 days / week at the office or various sites within the VIA network ;
    • 1-2 day / week at home (with authorization)
  • May be required to work outdoors in various weather conditions;
  • Flexibility in work schedules to meet work deadline requirements.

Employment Period, Schedule and Location

  • Regular full-time employment, 40 hours per week with occasional evening, night and weekend hours;
  • Job location: Montreal Downtown & Montreal Maintenance Center.
