Are you an influential leader with strong negotiation skills? As an experienced Estimator and Technical Proposal Manager you will play a crucial role in preparing project estimates by analyzing specifications and contract plans to ensure cost-effective quantities and construction methods align with pursuit, schedule, and price goals.  The Federal Estimating and Proposal Manager is a strategic role, blending detailed cost analysis skills with technical writing skills and strategic thinking with regulatory expertise, to conform price and technical proposals to complex solicitation requirements, essentially turning technical requirements into compliant, compelling, profitable proposals, all of which are essential to the company's growth and success in the Federal Market Sector. Reporting directly to the Federal Bid Manager, this role ensures that all Federal Market Sector price and technical proposals adhere to the company's Federal Proposal Standards and applicable acquisition regulation, thereby safeguarding the company's financial interests and reputation.

What you will be doing

Policy & Strategy Implementation

Partner with capture management teams across all company and affiliate entity business units and joint ventures to implement the company's Federal Market Sector proposal compliance and risk management plans.

Risk Mitigation & Advisory

Conduct comprehensive technical proposal and pricing risk assessments and propose mitigation measures according to the company's Federal Proposal Standards and the FARs. Advise the Federal Bid Manager on technical, pricing, and performance risks.

Opportunity Qualification

Support capture management teams in assessing Federal Market Sector opportunities to determine alignment with the company's capabilities and strategic goals.

Proposal & Estimate Planning

Participate in pre-Request for Proposal (RFP) activities led by company and affiliate entity capture management teams . Ensure systematic monitoring of compliance with the company's Federal Proposal Standards.

Proposal & Estimate Development

Ensure price and technical proposals comply with the company's Federal Proposal Standards, solicitation requirements, and the applicable acquisition regulation.

Stakeholder Communication

Participate in post-proposal process analysis to capture lessons learned and continuously refine the company's Federal Proposal Standards, compliance policies, and risk management plans within the Federal Market Sector.

What we are looking for
  • Bachelor's degree in engineering, Construction Management or related field required.
  • 10+ years of experience across civil engineering, heavy civil construction, and/or U.S. Army, Navy, or Department of Defense construction and engineering projects.
  • Previous experience managing price and technical proposals efforts involving responses to Federal agency (e.g.: USACE, NAVFAC, AFCEC) managed solicitations for engineering and construction services.
  • Leads or mentor others in the development of pursuit strategy, pricing, and technical proposals for complex MACC/MATOC contracts
  • Specialized knowledge and experience in alternative construction delivery methods.
  • Advanced knowledge of HCSS Heavy Bid Estimating Software or equivalent.
  • Strong technical writing skills.
  • Able to or mentor others leading price and technical proposal activities in support of large and/or complex Federal project pursuits.
  • Familiarity with certified cost and pricing data requirements is a plus.
