Provide services and support as a Senior Management Consultant [Program Management And Analytical Support Services] in the Defense, And Security Industry Sector focussing on Risk Management Solutions for clients such as U.S. Coast Guard (USCG) - Personnel Service Center (CG-PSC) (USCG / CG-PSC) | CG-PSC Business Operations Division (PSC-BOPS) / Mission Support Portfolio Generally Located In Washington, DC and across the United States - Mid-Atlantic Region (Of Country/World) Working On-Site (Client Site).

Provide organizational transformation, strategic execution, and mission-support modernization within a Federal civilian/military environment as part of advisory + execution support, embedded with leadership, focused on outcomes such as adoption, alignment, performance improvement, and decision quality. Other Details

Work to Program Management And Analytical Support Services For The United States Coast Guard Personnel Service Center (CG-PSC).  The ProSidian Engagement Team employees shall generally perform all work between the hours of 7:30 AM and 5:00 PM Eastern Time (ET), Monday through Friday (except Federal holidays).

TRAVEL:  Contractor travel beyond the minimum local commuting area of fifty (50) miles from the primary place of performance will be required to support this contract.

Task One - Change Management and Communications:  Provide end-to-end change-management and communications support to plan, scope, and execute PSC and Pay and Personnel Service Center initiatives across the Mission Support portfolio by applying proven change-management strategies, defining initiative scope, objectives, deliverables, and success criteria using USCG-approved tools, and developing and maintaining integrated master schedules to manage dependencies, priorities, and milestones. Support includes designing and executing a comprehensive, audience-tailored communications program that builds awareness, commitment, and sustained engagement among senior leaders, civilian and military personnel, and other stakeholders; developing and delivering strategic communication products such as executive briefs, presentations, fact sheets, playbooks, and web-based media in compliance with USCG branding and clearance standards; and establishing structured processes for project identification, prioritization, selection, and portfolio management aligned with PSC strategic priorities and resources. Additionally, provide full lifecycle project execution support-including charter development, stakeholder engagement, strategy and implementation planning, schedule, performance, and risk management, and formal close-out activities-while collecting, documenting, and disseminating best practices and lessons learned to promote replication, collaboration, and enterprise-wide process improvement.

Task Two - Strategic Planning and Analysis: Deliver enterprise-level strategic planning and performance-management support that enables PSC leadership to establish priorities, align initiatives, and make informed, data-driven decisions. Support includes the development, update, and sustainment of strategic plans that integrate mission, vision, goals, objectives, strategies, and performance initiatives, while aligning investments in people, technology, and capital with PSC and USCG priorities. Additionally, provide senior-leader facilitation and analytical support, design and implement performance-measurement frameworks, and develop evaluation, monitoring, and measurement methods to assess program effectiveness against intended outcomes and drive continuous improvement across PSC Sub-Commands.

Task Three - Business Transformation and Initiative Management: Provide analytical and advisory support to evaluate and enhance organizational performance through rigorous business cases, alternatives analyses, and disciplined initiative management aligned with Coast Guard statutory requirements and the strategic goals of the Deputy Commandant for Personnel (DCP). Support includes conducting comprehensive business-case analyses to identify optimal mission-support delivery models by applying business-process improvement methodologies, documenting current-state operations, recommending actionable reforms, and designing enterprise-level performance-measurement frameworks. Additionally, deliver end-to-end performance-management support through the development and maintenance of aligned, integrated metrics; systematic data collection and analysis to drive continuous improvement; business case and cost-estimating analyses; establishment of program-wide performance metrics for scope, schedule, and cost; and the planning and execution of Integrated Baseline Reviews (IBRs) with complete documentation, reporting, and stakeholder briefings.

Task Four - Process and Performance Improvement: Support the initiation, execution, management, and evaluation of process and performance-improvement programs. Provide expert assistance across all aspects of performance management while transferring skills, tools, and knowledge to enable long-term organizational sustainment.

Task Five - Project Management, Strategic Planning, Analysis, and Governance Support: Provide integrated governance, project management, and analytical support to actively engage PSC leadership and enable successful organizational transition, while modernizing and sustaining PSC's Microsoft Access-based tools to enhance data integrity, performance, interoperability, and long-term scalability. Support encompasses end-to-end data architecture design and optimization; process analysis and workflow improvement; database development, maintenance, and troubleshooting; rigorous testing, performance measurement, and efficiency documentation; proactive risk and issue management; and deployment, dashboarding, reporting, and user support. All activities are executed in close coordination with PSC stakeholders to ensure operational alignment, continuity of mission support, and compatibility with future system integrations.

Task Six - Facilitation, Coordination, and Documentation Support: Provide full-cycle facilitation and meeting-support services for PSC workshops, working groups, and focus sessions. Support includes planning and scheduling, logistics and facilitation, documentation and action tracking, and editorial and production services, ensuring each engagement is well-organized, outcomes-driven, and fully documented in accordance with PSC standards.
