JOB TITLE: Recruiter
DEPARTMENT: Human Resources-Recruitment
REPORTS TO: HR Manager-Recruitment and Retention
Job Function: The Recruiter supports the Memphis Area Transit Authority (MATA) in identifying, attracting, and onboarding top talent across all departments. Reporting to the HR Manager of Recruitment and Retention, this role is responsible for following established recruitment processes, ensuring a positive candidate experience, and supporting new hire onboarding and orientation. The Recruiter actively engages in community outreach and recruitment events-including occasional evenings and weekends-to build awareness of career opportunities at MATA and maintain a strong candidate pipeline.
Essential Duties and Responsibilities
Collaborate with hiring managers to understand staffing needs and follow established recruitment processes to fill positions across the organization.
Actively source, screen, and recommend qualified candidates using diverse channels including recruitment platforms, community partnerships, and internal networks.
Attend and participate in job fairs, community outreach events, hiring blitzes, and career promotion initiatives, including occasional evenings and weekends as needed.
Manage job postings, applicant tracking, and candidate communications via the Applicant Tracking System (ATS), ensuring a smooth and professional process.
Conduct initial candidate interviews and coordinate subsequent meetings with hiring teams, ensuring consistent evaluation of candidate fit.
Facilitate and continuously improve MATA's new hire orientation and onboarding processes in collaboration with the HR team.
Maintain recruiting data and compile reports on workforce metrics, diversity outreach, and hiring trends for leadership review.
Support workforce development programs, including internships, apprenticeships, and structured training initiatives, as directed by the HR Manager.
Ensure recruiting practices comply with EEO, ADA, and all applicable employment laws and MATA policies.
Follow and adhere to established hiring processes to ensure efficiency and a positive candidate experience, providing feedback to the HR Manager for continuous improvement.
Perform additional responsibilities and projects as assigned.

Qualifications

Education and Experience: Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field, or equivalent combination of education and experience.
A minimum of 2 years of full cycle recruiting experience; experience in public sector or unionized workforce recruitment is a plus.
Knowledge, Skills, and Abilities:
Demonstrated knowledge of recruitment best practices, sourcing strategies, and interviewing techniques.
Proficiency with applicant tracking systems (ATS) and Microsoft Office Suite.
Excellent verbal and written communication skills, with strong interpersonal and organizational abilities.
Ability to manage multiple requisitions, prioritize tasks effectively, and adapt to changing demands.
A strong commitment to diversity, equity, and inclusion in all hiring practices.
Proven ability to build and maintain collaborative relationships across diverse organizational levels.
Familiarity with workforce development principles and community engagement strategies is preferred.
Work Environment:
Primarily an office-based role with occasional travel required to attend job fairs, community outreach events, and other recruitment-related activities. Some evening and weekend availability is required for recruitment events and community outreach.
Frequent walking and standing will be required as well as sitting for periods of time plus bending, stooping, crouching, kneeling, pushing, and pulling depending on the work to be accomplished.
Most work will be performed in inside working conditions but should be able to tolerate changes in building environments such as with or without air conditioning or heating and be able to tolerate moderate noise levels in some buildings. For field work, must be able to withstand exposure to weather, dust, engine fumes and tolerate noise levels ranging from moderate to noisy.
May be required to lift, push, or move up to 25 lbs. Will need to be able to reach with hands and arms and finger, handle or feel.
Must be able to climb on a ladder or other equipment up to heights as high as the roof of a bus.
The job requires normal visual acuity (close, distance and color vision as well as peripheral vision, depth perception and ability to adjust focus).
Must have the use of sensory skills (talk and hear) to effectively communicate and interact with other employees and the public using telephone, personal contact, or written means of communication.
Physical capability to use and operate office related equipment such as, but not limited to, computers, calculator, copier, and fax machine.
The noise level in the work environment varies from moderate to noisy.
