Required Qualifications (as evidenced by an attached resume):
Bachelor's degree (foreign equivalent or higher). Five (5) years of full-time progressive management experience within a hospital, clinic, academic medical center, health system, and/or multi-specialty medical group. Experience with developing, implementing and communicating department policies and procedures.
Preferred Qualifications:
Master's degree (foreign equivalent or higher) in Business Administration, Healthcare Administration, Public Health, or a related field. CMPE or FACHE. Knowledge of JCAHO, DOH and HIPAA regulations. Financial planning and budget experience. Progressive administrative and operational experience, including knowledge of planning, strategic marketing, operations, finance, information systems, and/or physician collaboration. Experience with regulatory requirements, healthcare policies and market trends. Experience with process improvement techniques; including but not limited to Six Sigma Lean. Proficient with metrics-based approach to management. Public speaking and presentation experience.
Brief Description of Duties:
The Department Administrator functions as the chief operating and financial administrator in support of the complex and interrelated missions of the department. Reporting to the Chair, this individual serves as the principal non-physician leader responsible for the clinical and academic business activities and administrative services in the department. As a partner to the Chair, the Administrator will directly manage operations, human resource activities, financial planning, and budgeting for the Department and its faculty practice. The individual shares responsibility with the Chair for supporting and managing administrative aspects of the department's research, educational, personnel, strategic initiatives, and other business activities at all sites. Serving as the Department's management liaison, the successful candidate will be required to develop relationships with members of the faculty, representatives from the School of Medicine, Stony Brook University Hospital, the central practice plan, and other department administrators. The Department Administrator for the Pharmacology Department will have organization skills in planning and implementing administrative controls. Excellent written and verbal communication skills are necessary for the Department Administrator. The Department Administrator will manage multiple projects and initiatives simultaneously. The successful incumbent will have a familiarity with Faculty personnel, salary, and advancement issues. Along with the familiarity of funds flow matters in an academic setting. The successful incumbent will have entrepreneurial experience in developing and executing successful business and strategic plans in highly competitive markets. The Department Administrator will have knowledge of national, state and local market trends and issues that may affect organizational initiatives.
Duties:
Financial Planning & Budgeting:
  • Responsible for the management of all departmental fiscal affairs from various funding sources. Financial administration of all revenue and expense targets and budgets; including budgeting for research grants and academic program expenditures. Develops and utilizes appropriate statistical and financial performance measures to monitor and improve performance. Responsible for cost control through monitoring of operating expenditures, evaluation of productivity/workload data, departmental charges, supply systems, and personnel utilization to develop cost-effective operating strategies. Work with leadership in developing fee structures, charge coding and capture, collection policies, A/R tracking, managed care policies and office procedures. Responsible for the fiscal implications of developing fellowship programs and ensuring compliant billing regulations.

Operations/Workflow:
  • Will provide direction and guidance for all aspects of daily administration and management of the department as well providing support to staff enabling them to provide safe, cost-effective health care for patients. Facilitates compliance with all regulatory requirements - DPH, OSHA, JCAHO, HIPPA, etc. - in all clinical, business, and financial practices.

Human Resources Management:
  • Responsible for the Human Resources transactions within the department using various funding sources including: hiring, training, reviews, transfers, disciplinary actions, terminations, staffing objectives, or initiates other personnel actions affecting staff employment as well as developing recruitment and retention strategies.

Patient Care and Customer Service:
  • Is attuned to colleagues/patient/customer needs; anticipates future needs and implements appropriate action to ensure access to quality medical services and customer services. Utilizes patient satisfaction data, customer surveys, compliments, or complaints to identify, implement, and evaluate best practices and explores ways to improve patient satisfaction.

Marketing and Business Development:
  • Will conduct ongoing research and analysis of market trends on Long Island. Explore viability of new service lines or products, including the development of practical business plans to support the venture. Participate in marketing and promotional initiatives by developing marketing campaigns, implementing programs, and reporting on measured results. Maintains an in-depth knowledge of the changing health care environment and evaluates the market need for specific clinical services or programs.

Oversight of Clinical Practice Management:
  • Responsible for the oversight of the clinical practice. Assure compliance with JCAHO, DOH and HIPAA regulations. Advise Chair and faculty on proposed legislation or local policy changes that impact the practice. Evaluate and assess practice methodologies and processes to eliminate or reduce duplication. Administer legal aspects of professional corporations. Implement all CPMP practice service standards and policies, A/R tracking, managed care policies and office procedures to maximize revenue. Responsible for all aspects of patient relations. Oversee all outpatient practice operations including patient flow, scheduling, allocation of resources, equipment and facilities. Initiate and administer marketing endeavors. Develop and update patient brochures and marketing materials.

Oversight of Clinical Practice Management:
  • Quality Improvement: Collaborates with leadership to identify clinical, administrative, and safety issues. Assumes primary responsibility for effective participation in MACRA.
