Role Overview:

The GIS & Data Analytics Manager supports Atlanta Beltline’s mission by transforming spatial and organizational data into actionable insights that improve planning, operations, and decision-making. Reporting to the Director of Impact & Evaluation, this position serves as a technical resource in GIS, spatial analytics, data analysis, and visualization while contributing to the organization’s broader data strategy.

The GIS & Data Analytics Manager develops and maintains enterprise GIS resources, performs spatial and statistical analysis, manages complex datasets, builds automated workflows, and creates dashboards and analytical products that support organizational priorities. This position partners across departments to integrate GIS with enterprise data systems and leverages tools such as Python, R, SQL, and emerging analytical technologies to improve data quality, automate processes, and advance evidence-based decision-making.


Key Responsibilities: 

GIS & Spatial Analytics

  • Manage and maintain Atlanta Beltline's enterprise GIS datasets, geodatabases, feature services, and metadata. 
  • Develop, maintain, and improve organization-wide GIS standards, templates, symbology, and data governance practices. 
  • Perform advanced spatial analyses to support planning, economic development, housing, transit, and community engagement. 
  • Coordinate and manage external vendors and contractors supporting GIS, spatial data, and related analytical projects, including project coordination, deliverables, timelines, and quality assurance.

Data Analytics & Automation

  • Analyze large, complex datasets using Python, R, SQL, Excel, and other analytical tools to identify trends, patterns, and opportunities. 
  • Develop automated workflows for data collection, cleaning, transformation, validation, and reporting. 
  • Support enterprise data management efforts, including data quality assurance, documentation, and governance. 
  • Develop scripts, queries, and processes that improve efficiency and reduce manual reporting.

Dashboards & Visualization

  • Design, develop, and maintain enterprise dashboards, reports, and analytical applications 
  • Translate complex analyses into clear visualizations and recommendations for diverse audiences. 
  • Create data products that support transparency, performance measurement, and decision-making.


Organizational Support

  • Partner with departments to understand business needs and recommend analytical approaches.
  • Prioritize, manage, and deliver analytical services that support organizational priorities. 
  • Serve as an internal consultant, helping departments frame analytical questions, identify appropriate methodologies, and interpret findings to support decision-making


Required Skills & Qualifications: 

Skills

  • Advanced knowledge of Esri GIS technologies, including ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise, Experience Builder, StoryMaps, Survey123, and related applications. 
  • Proficiency in Python and/or R for data analysis, statistical analysis, automation, and workflow development.
  • Knowledge of statistical methods including regression analysis, clustering, hypothesis testing, and spatial statistics.
  • Experience writing SQL queries and working with relational databases and enterprise data systems.
  • Experience integrating spatial and non-spatial datasets from multiple sources. 
  • Knowledge of database design, data modeling, ETL processes, and data governance practices. 
  • Ability to clean, validate, transform, and analyze large datasets. 
  • Ability to communicate technical findings through compelling narratives, visualizations, and executive presentations.
  • Familiarity with cloud-based data platforms and enterprise systems such as Microsoft Fabric, Azure SQL, Salesforce, or Dataverse. 
  • Experience supporting enterprise GIS administration, data standards, and organizational data management initiatives.

Education & Experience 

  • Bachelor’s degree in a relevant field or an equivalent combination of education, technical training, and progressively responsible professional experience demonstrating the knowledge, skills, and competencies required for the position.
  • Five or more years of progressively responsible experience in GIS, spatial analysis, data analytics, business intelligence, or a related field. 
  • Demonstrated experience working with enterprise GIS environments. 
  • Experience programming in Python and/or R. 
  • Experience writing SQL queries and working with relational databases. 
  • Experience building dashboards using Power BI, Tableau, or ArcGIS Dashboards. 
  • Experience analyzing large and complex datasets.
