As a Proposal Manager (Municipal Bids & Contracts) at Coastal Waste & Recycling, you'll play a critical role in helping us expand into new communities by leading the development of competitive proposals for municipal waste and recycling contracts.

Your Role
As the Proposal Manager (Municipal Bids & Contracts), you'll lead the development of high-quality proposals for municipal Requests for Proposals (RFPs), Requests for Qualifications (RFQs), Invitations to Bid (ITBs), and other procurement opportunities.
You'll partner with Operations, Finance, Legal, Business Development, Marketing, and Executive Leadership to transform operational strategies, technical information, and financial data into compelling proposals that showcase why Coastal is the best partner for the communities we serve.

What You'll Do
  • Lead the development of competitive proposals in response to municipal RFPs, RFQs, ITBs, and other public procurement opportunities.
  • Manage multiple proposal projects simultaneously while ensuring all deadlines and submission requirements are met.
  • Analyze solicitation documents to develop proposal strategies that maximize Coastal's competitive position.
  • Collaborate with Operations, Finance, Legal, Safety, Fleet Maintenance, Business Development, and Executive Leadership to gather, organize, and validate proposal content.
  • Write, edit, and organize persuasive proposal narratives that clearly communicate Coastal's operational strengths and value.
  • Develop visually appealing proposals, presentations, graphics, and supporting materials using Microsoft Office and design software.
  • Ensure every proposal is accurate, compliant, professionally formatted, and aligned with customer requirements.
  • Maintain proposal templates, content libraries, resumes, project profiles, and other proposal resources.
  • Track proposal activity, win/loss trends, and lessons learned to continuously improve proposal quality and success rates.
  • Monitor municipal procurement opportunities, industry trends, and competitor activity.
  • Support oral presentations, customer meetings, interviews, and proposal debriefs as needed.

What You'll Bring
  • Two (2) or more years of experience managing proposals, bids, RFP responses, or contract submissions.
  • Experience responding to municipal, government, or public sector solicitations preferred.
  • Excellent writing, editing, proofreading, and communication skills.
  • Strong project management and organizational skills with the ability to manage multiple deadlines simultaneously.
  • Exceptional attention to detail and commitment to producing high-quality work.
  • Proficiency in Microsoft Word, PowerPoint, Excel, Adobe Acrobat, and proposal development software.
  • Experience using Adobe InDesign, Canva, or similar graphic design tools is a plus.
  • Ability to collaborate effectively with executive leadership and cross-functional teams.
  • APMP certification or proposal management experience is a plus.
