Job Description:

L3Harris is seeking a Proposal Operations Manager within the Space and Mission Systems Proposal Center of Excellence to support major new business pursuits that drive growth. This role focuses on assisting proposal teams in responding to RFPs, RFIs, BAAs, and requests for white papers. The individual will manage documents to ensure proposals are professionally formatted and compliant with government-furnished requirements. They will work closely with content authors and the proposal manager on large, complex efforts while performing proposal management tasks on smaller submissions. The candidate will coordinate and produce a range of proposal responses in partnership with a proposal team that brings the necessary business and product knowledge. This highly networked role requires working under pressure and tight timelines while collaborating across Business Development, Proposal Operations, Contracts, Finance, Program Management, and Engineering.

Essential Functions:

Lead the production of proposal documents using company templates that include text, graphics, and forms (each proposal may include multiple volumes)
Work closely with the Graphics team in the Proposal Center on the inclusion of artwork in proposal documents
Ensure compliance with formal RFP, RFI, and BAA instructions
Ensure consistency in styles and formats throughout proposal volumes
Ensure document version control is maintained
Manage and support multiple proposals concurrently
Represent the Proposal Center in final book checks and shipping activities
Archive proposal documents in accordance with company practices
Ability to obtain US Government security clearance

Qualifications:

Bachelor's Degree and a minimum of 4 years of prior relevant experience; Or, Graduate Degree and a minimum of 2 years of prior related experience; Or, in lieu of a degree, a minimum of 8 years of prior related experience
Minimum of 2 years of specific experience in government contracting or government proposal development
Minimum of 2 years of experience with Microsoft Office applications

Preferred Additional Skills:

Strong leadership capabilities for cross-functional teams and the ability to work successfully in a team environment
Experience with government contracting processes and vernacular
Familiarity with business development, program management, and/or engineering
Familiarity with Microsoft Teams and SharePoint
Self-motivated with the ability to work with minimal direct supervision
Ability to work successfully in a team environment
Familiarity with developing presentations using PowerPoint
Ability to create simple graphics using PowerPoint, Visio, Adobe Illustrator, or other graphics applications
Certification/training in L3Harris, Shipley, APMP, or other industry-recognized practices for Proposal Operations
Availability to travel and work overtime as needed
