Job description

Personnel performing in this position are experienced and motivated configuration and data management (CM/DM) professionals with the necessary skills to support the DoD Anti-Tamper Executive Agent Field Program Office (ATEA FPO) by independently executing the following:
  • Provide support in the preparation and maintenance of Contract Data Requirement List (CDRL) for inclusion in Request for Proposals (RFPs), contracts, and contract modifications.
  • Review/develop/update applicable program documentation for configuration/data management relevant requirements.
  • Maintain configuration status accounting databases and records to reflect the status of baseline documentation, primarily through the use of MEARS
  • Support data reviews. This support shall include integrating inputs from Program Office/IPT functionals into draft CDRLs, preparing data review documentation, participating in data reviews, drafting data, reviewing minutes, and following up and maintaining statuses of action items.
  • Assist in planning and execution of Configuration Control Board (CCB) Business Management Boards (or their equivalent); assist in maintaining change proposal files; and assist in providing historical information.

Role and Responsibilities*
  • Accomplish CM/DM tasks necessary to support management operations functions within the ATEA FPO; provide an understanding in commercial CM standards and practices to support program office or higher level taskings.
  • Provide support in the preparation and maintenance of Contract Data Requirement List (CDRL) for inclusion in Request for Proposals (RFPs), contracts, and contract modifications; performed using either automated or manual processing systems; provide support to receive, log-in, track and maintain current status of contract data deliverables; assist with maintaining electronic and manual data management files; and provide associated historical information.
  • Participate in government reviews/meetings/working groups as applicable and in Government and industry teams for the resolution of complex configuration management issues.
  • Assist in developing the Configuration Control Board (CCB) charter, and assist in the preparation and conduct of CCBs and Business Management Boards (or their equivalent); assist in maintaining change proposal files; and assist in providing historical information.
  • Review/develop/update applicable program documentation for configuration/data management relevant requirements.
  • Review program-unique specifications to include system specifications, development specifications, and product specifications for both hardware and software, for proper format, content, and compliance with program requirements and appropriate standards; and track the requests through the appropriate Government agencies for responding back to the customer.
  • Support the configuration control function, to include receipt, dissemination, processing, tracking, and final disposition of ECPs, CCPs, Requests for Deviation/Waiver (RFD/RFW), Deficiency Reports (DRs), Service Introductions; review change proposals for thoroughness, configuration and data management impacts and compliance with Government requirements; make appropriate recommendations for government review and disposition.
  • Maintain configuration status accounting databases and records to reflect the configuration status of baseline documentation.
  • Assist data users and requesters with the selection and tailoring of Data Item Descriptions (DIDs); preparation of one-time and standard DIDs; and filling out Data Management forms such as CDRL and Contractor Data Requirements Substantiation (AF Form 585); update and maintain data management files and associated DID files.
  • Provide support and expertise in organizing and issuing Data Calls in support of ATEA FPO programs and projects. This support shall include drafting of Data Call letters for Government review and release.
  • Apply knowledge of distribution statements and Federal Acquisition Regulation (FAR)/Defense Federal Acquisition Regulation Supplement (DFARS) data rights clauses; evaluate change proposals for impacts to data; monitor the delivery and approval of contract technical data.
  • Support data reviews. This support shall include integrating inputs from Program Office/IPT functionals into draft CDRLs, preparing data review documentation, participating in data reviews, drafting data, reviewing minutes, and following up and maintaining statuses of action items.
  • Provide research, analyses, studies, documentation, briefing development, and assistance in briefing delivery as required to support program office or higher-level activities. Participate in government review/meetings/working groups as applicable and in Government and industry teams for the resolution of complex configuration management issues.

Qualifications and Education Requirements*
Qualifications Required:
  • Minimum of 10 years of relevant DoD work experience (years of experience may be waiverable with customer approval).
  • No less than three (3) years' experience in a SAP and/or SCI environment within the last five (5) years (SAP/SCI experience may be waiverable with customer approval).

Education:
  • Possess a MA/MS/ME degree (Master's degree may be waiverable with customer approval).

Clearance Requirements:
  • Possess an active Top Secret security clearance, based upon a Single Scope Background (SSBI/SBPR) (Active Secret with TS eligibility may be considered with customer approval).
  • Must be eligible for Sensitive Compartmented Information (SCI) and Special Access Programs (SAP) access.

Additional Desired Experience:
  • Extensive experience with the use and management of files in MEARS
  • Extensive knowledge of Government policies, directives, standards, handbooks, pamphlets, as well as DoD adopted industry standards relating to CM/DM.
