Introduction

\r\n\r\n\r\nThis is a position specific recruitment for the Maryland Department of Natural Resources, Land Acquisition and Planning. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.\r\n\r\n\r\n\r\n

Main Purpose of Job

This position is responsible for the overall administration of the Land Acquisition and Planning Unit's GIS and Survey Team functions in the Eastern Regions. This position will provide technical assistance to DNR land managers in the areas of property survey administration, property boundary recovery/field reconnaissance and maintenance, and boundary conflict resolution. Duties include but are not limited to property boundary survey review, verification and approval, boundary line identification and recovery both in the field and office. Chain of Title and other Property records research including deeds, easements, rights of way and associated land records to which DNR has a land interest, Deed plotting worksheets in CADD or GIS and other property records data management tasks as needed. This position also assists with the collection, development and management of datasets and other property asset information associated with DNR's enterprise geographic information system and Asset Inventory Management System (AIMS). Duties include but are not limited to capturing, storing, analyzing, and mapping historical , current, and future property acquisitions and other relevant real property information including deeds, plats, easement agreements, etc. to support DNR's mission of land stewardship and conservation.\r\n

POSITION DUTIES

The Department of Natural Resources, Land Acquisition & Planning Unit, located at the Tawes State Office Building, Annapolis, Maryland, is currently accepting applications for an Administrator I. This position is responsible for the overall administration of the Land Acquisition and Planning Unit's survey and GIS functions in the Eastern Region.\r\n\r\n\r\nThis position will provide technical assistance in the areas of property survey administration, boundary recovery and/or field reconnaissance, and related data management. Duties include but are not limited to: preparation of boundary survey scopes and oversight of survey deliverables; boundary survey review; boundary verification and approval; boundary line identification and recovery; boundary conflict resolution; real property records research (chains of title, deeds, easements, rights of way and similar land records); deed plotting worksheets in CADD or GIS; and other property records data management tasks as needed.\r\n\r\n\r\nThis position also assists with the collection, development, and management of property asset datasets and other information associated with DNR's enterprise geographic information system and Asset Inventory Management System (AIMS). Duties include but are not limited to: capturing, storing, analyzing, and mapping historical, current, and future property acquisitions and other relevant real property information including deeds, plats, easement agreements, etc.to support DNR's mission of land stewardship and conservation.\r\n\r\n\r\nEmployees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland and be qualified to operate legally in Maryland.\r\n

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. \r\nExperience: Four years of administrative staff or professional work. \r\nNotes: \r\n1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. \r\n2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience. \r\n3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. \r\n4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.\r\n

SELECTIVE QUALIFICATIONS

Applicants not using a substitution to meet the minimum qualifications, must have at least one year of professional experience related to overseeing orconducting property boundary surveys, managing land/property boundary records, orconducting property boundary research.(*job duties must be clearly described in your application to receive credit)\r\n

DESIRED OR PREFERRED QUALIFICATIONS

\r\n\r\n Three years of experience related to real property surveying and boundary administration including two or more of the following:\r\n \r\n Managing land records (deeds, plats, agreements) and plotting or analyzing land record information using ArcGIS software or CADD/cadastral data.\r\n Conducting and managing property surveys in the field.\r\n Mapping real property boundaries with GPS and assisting with the recovery and marking of property boundaries.\r\n Conducting real property records research in Maryland using MDLANDREC, MERLIN or FINDER, SDAT Real Property Database, PLATS.NET or similar research or mapping tools.\r\n \r\n \r\n Understanding of real estate and boundary survey principles, terms, definitions and legal documents needed to effect an acquisition of real property and identifying/managing real property boundary lines.\r\n\r\n\r\n

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. \r\n
