Job description

What You'll Do:

BHSH is seeking a dynamic, missiondriven leader to oversee statewide HIV, STI, and Viral Hepatitis Prevention Programs. This is an opportunity to shape highimpact public health initiatives, guide strategic program direction, and support partners across Ohio in delivering effective, compassionate prevention and care services. As a key leader within the Bureau, you will develop policies, strengthen statewide partnerships, ensure compliance with federal and state requirements, and drive continuous quality improvement to protect the health and wellbeing of Ohioans. 

Lead Statewide Prevention Programs

  • Plan, direct, organize, and manage all administrative aspects of HIV, STI, and Viral Hepatitis Prevention Programs.
  • Provide strategic direction to local programs in planning, priority setting, program implementation, and evaluation.
  • Develop and maintain policies and procedures for HIV counseling and testing, clinic operations, and integration of adult hepatitis services across program areas.

Strengthen Collaboration & Integration

  • Lead Program Collaboration & Service Integration (PCSI) activities to improve effectiveness and efficiency of statewide prevention efforts.
  • Establish and maintain liaisons with ODH bureaus, state agencies such as Medicaid, Rehabilitation & Corrections, Behavioral Health, and Youth Services, as well as federal partners including CDC and HRSA.
  • Coordinate closely with public health departments, healthcare providers, and community organizations to support surveillance, investigations, and timely communication of findings.

Ensure Compliance, Quality & Accountability

  • Monitor federal CDC and HRSA grants and assist in developing unit budgets, goals, and objectives.
  • Oversee Quality Management (QM) activities to ensure programs meet state and federal requirements, including ODH Grants Administration Policies & Procedures (OGAPP).
  • Review program outcomes, evaluate achievements, and ensure adherence to confidentiality laws, administrative rules, and federal cooperative agreements.
  • Oversee procurement, management, and distribution of federal and state funds for HIV, STI, and Viral Hepatitis prevention.

Lead & Develop Staff

  • Direct and supervise assigned team members, including onboarding, training, coaching, and performance evaluations.
  • Delegate work, identify staff development needs, provide training, and oversee daily operations.
  • Participate in recruitment, conduct interviews, evaluate candidates, and support employee growth and accountability.

Serve as a Statewide Public Health Partner

  • Represent ODH at controlling board meetings, legislative hearings, and statewide community planning groups.
  • Prepare and deliver presentations to community groups, local/state program staff, CDC, and other stakeholders.
  • Review reports and correspondence between ODH, CDC, HRSA, local agencies, and affiliates.
  • Develop policy recommendations based on program outcomes and emerging trends.

Normal working hours are Monday through Friday, 8:00 am to 5:00 pm. This is an exempt hourly position, with a pay range of 15 on the E1 Exempt Pay Range Schedule.

POSITION QUALIFICATIONS 

5 yrs. exp. in planning and administering health programs, with experience to be commensurate with approved position description on file. 
 

OR

Completion of graduate core program in field of public health, health administration, preventive medicine, social work, nursing or other health-related field or public policy and management/public administration or business administration AND 2 yrs. exp. in planning and administering health programs, with education and experience to be commensurate with approved position description on file 
 

OR 

2 yrs. exp. as Health Planning Administrator 1, 65245, with experience to be commensurate with approved position description on file. 
 

OR 

12 mos. exp. as Health Planning Administrator 2, 65246, with experience to be commensurate with approved position description on file. 
-Or equivalent of Minimum Class Qualifications for Employment noted above.
