Position Overview
RIVA Solutions is seeking a Program Manager to oversee delivery and operational management for Federal web services and information resources support. The ideal candidate will manage cross-functional teams, contract performance, stakeholder relationships, financial reporting, risk management, quality assurance, and strategic modernization initiatives. This roleis responsible forensuring high-quality service delivery, customer satisfaction, and compliance with Federal standards while supporting the Federal client's mission todisseminatehealthcare research evidence through modern digital services.
Core Responsibilities
  • Provide overall program leadership, staffing oversight, delivery accountability, and day-to-day management for Federal web services and information resourcessupporttask areas.
  • Manage work assignments to address fluctuating workloads, stakeholder priorities, release schedules, modernization initiatives, and operational support needs.
  • Serve as the primaryclientinterface with the Contracting Officer Representative, Task Order Officer, Government stakeholders, and partner contractors.
  • Facilitate status meetings, sprint and release reviews, milestone demonstrations, leadership briefings, and stakeholder coordination sessions.
  • Prepare monthly reports covering activities, deliverables, budgets, financial status, workloads, risks, issues, staffing, accomplishments, and planned work.
  • Ensure effective collaboration among contractor staff, Government personnel, Federal client program offices, Federal client IT, Federal IT operations stakeholders, hosting vendors, and partner contractors.
  • Identifyschedule, cost, quality, staffing, security, accessibility, and technical risks; recommend mitigation strategies and escalate issues as needed.
  • Oversee Agile/Scrum and Kanban delivery practices, backlog management, sprint planning, retrospectives, and continuous improvement activities.
  • Manage quality assurance, accessibility compliance, content quality, performance metrics, deliverable reviews, and corrective action planning.
  • Support contract compliance, staffing plans, onboarding, transitions, knowledge transfer, SOP development, resource forecasting, and performance management.
  • Coordinate strategic roadmap planning for Drupal/WCMS modernization, website consolidation, AI/search initiatives, data visualization, accessibility, and IR service improvements.
Minimum Qualifications
  • Demonstrated experience managing Federal IT, web services, digital communications, information resources, or public health-related programs.
  • Experience managing multi-disciplinary teams including project managers, developers, UX/content strategists, web administrators, QA testers, accessibility specialists, librarians/IR staff, analysts, and infrastructure resources.
  • Strong knowledge of PMBOK-aligned project management, Agile/Scrum or Kanban delivery, risk management, communications management, quality management, and financial reporting.
  • Experience preparing and presenting status reports, budget reports, staffing plans, roadmaps, risk registers, issue logs, and executive briefings.
  • Ability tomaintainstrong client relationships, manage competing priorities, communicate effectively, and resolve issues across diverse stakeholder groups.
  • Familiarity with Section 508, Federal web standards, Drupal/WCMS, cloud/web operations, data visualization, search, analytics, and digital modernization concepts.
Preferred Qualifications
  • PMP, Certified ScrumMaster (CSM),SAFe, ITIL, or similar program/project management certification.
  • Experience supporting Federal, Federal client, public health, healthcare quality, research dissemination, or scientific communications programs.
  • Experience managing contracts with multiple task orders, subcontractors, cross-functional teams, budget tracking, and PMO governance.
  • Experience with Jira, Confluence, Agile dashboards, CMMI/ISO quality processes,DevSecOps, ATO/security coordination, and customer experience metrics.
