Cloud Operations + Innovation (CO+I) is the team behind one of the World's largest cloud infrastructures, responsible for powering all Microsoft online Products and Services as well as powering Microsoft's "Cloud First" mission. The AGC Business Alignment and Strategy (BAS) team is looking for the right candidate who wants to have a fundamental impact on how Microsoft's Cloud is deployed and operated for a specialized customer set, to be involved with one of the most strategically important teams at Microsoft, and to bring a unique blend of technical and business acumen, leadership, creativity, and out-of-the-box systems thinking to the team. We are looking for a mid-senior technical Customer Experience Program Manager (CxPM) with a balance of technical and business expertise, who also demonstrates leadership and the capability to drive progress in large-scale, multi-disciplined programs. You should have industry and customer knowledge, the ability to influence others to achieve results, and have the presence to lead complex and time-sensitive initiatives.
In this role, you will partner closely with key stakeholders to understand industry- and customer-identified demand, triage and drive programs focused on delivering specialized datacenter solutions in support of government customers. These programs may support the leading edge of innovation and will include partnering with stakeholders to clarify business and technical requirements needed to drive pilots and other experiments that shape ongoing strategy in delivering new capabilities to our customers. You balance analytical and technical skills with the ability to influence execution teams within CO+I and spread across the rest of Microsoft.

Responsibilities
  • Help differentiate Microsoft's Government Datacenter programs' competitive advantage by applying technical and systems thinking methodologies, along with industry-standard project and program management best practices.
  • Partner with, and learn from, peers to identify opportunities for process improvement on cross-team process and requirements capture from RFP response through datacenter operations.
  • Apply technical and competitive ecosystem knowledge to coordinate and help respond to customer RFP requests.
  • Deliver projects with a focus on key performance indicators and business goals/impact, promoting clarity and motivation to the project team to execute on time, under budget, and in compliance, while driving high first-pass-quality with zero rework.
  • Deliver on ambiguous projects with multiple stakeholders, unclear requirements and incomplete data.

Required Qualifications:
  • Bachelor's Degree in Computer Science, Engineering, Data Science, Math, Business, or related field AND 4+ years experience in engineering, product/technical program management, data analysis, or product development
    • OR equivalent experience.

Other Requirements
Security Clearance Requirements: Candidates must be able to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:
  • The successful candidate must have an active U.S. Government Top Secret Clearance with access to Sensitive Compartmented Information (SCI) based on a Single Scope Background Investigation (SSBI) with Polygraph. Ability to meet Microsoft, customer and/or government security screening requirements are required pre-offer and post-hire for this role. Failure to maintain or obtain the appropriate U.S. Government clearance and/or customer screening requirements may result in employment action up to and including termination.
  • Clearance Verification: This position requires successful verification of the stated security clearance to meet federal government customer requirements. You will be asked to provide clearance verification information prior to an offer of employment.
  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Citizenship & Citizenship Verification: This position requires verification of U.S. citizenship due to citizenship-based legal restrictions. Specifically, this position supports United States federal, state, and/or local United States government agency customer and is subject to certain citizenship-based restrictions where required or permitted by applicable law. To meet this legal requirement, citizenship will be verified via a valid passport, or other approved documents, or verified US government Clearance .

  • Master's Degree in Computer Science, Engineering, Data Science, Math, Business, or related field AND 6+ years experience in engineering, product/technical program management, data analysis, or product development
    • OR Bachelor's Degree in Computer Science, Engineering, Data Science, Math, Business, or related field AND 8+ years experience in engineering, product/technical program management, data analysis, or product development
    • OR equivalent experience.
  • Experience driving execution with multi-disciplinary engineering groups
  • Mix of technical and program management skills and experience
  • Strong interpersonal, communication and presentation skills
  • Familiarity with US Government compliance and building standards
  • Self-motivated and confident working with senior level partners
  • Comfortable working in a matrixed organization
  • Strong collaborative program and project management skills
  • Track record of coaching teams and mentoring others in planning, organizing and coordinating their work
  • Technical program management experience managing scope, schedule, people, risk and communications
  • Understanding of business and financial objectives and plans accordingly
  • Ability to work in a flexible, fast-paced environment
  • Exceptional problem identification and problem resolution skills
  • Understanding of government contracts and processes

Customer Experience Program Mgmt IC4 - The typical base pay range for this role across the U.S. is USD $119,800 - $234,700 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $160,200 - $261,000 per year.
